159 <br /> <br /> Mr. Bob Helt stated he'~would have to have the City Council- <br /> make any reversible decision with such possible adverse impact <br /> as this road would have and urged the Council to progress slowly <br /> and carefully in this matter. <br /> <br /> Mr. John Conover spoke in opposition to the proposed road <br /> and requested Council to delay making its decision to study tme <br /> issues brough.tup by citizens. <br /> <br /> Mrs. Virginia Germino stated she thinks there are three <br /> major issues involved in this decision: 1. park land should <br /> be nearly sacred; 2. no neighborhood in the City of Charlottes- <br /> ville deserves to have a four lane divided road slicing through <br /> it; and 3. public transportation is and must be our future. <br /> <br /> Mrs. O'Brien stated that the CAT Study has been used <br /> consistently as a justification for this road and she thinsk it <br /> is important to understand that is is just a road plan. She <br /> stated about a year ago the policy committee of the CAT requested <br /> that the Highway Department evaluate the effect of alternative <br /> forms of transportation on the road ne~vork which they propose. <br /> The CAT Study has never gotten into the impact on car pools, this <br /> is one of the questions the Highway Department was requested to <br /> address and the effect on the road system being proposed. Another <br /> thing was they were asked to look into the amount of money needed <br /> to be expended on the transit system to make it a viable system <br /> whibh would encourage people to use the transit system instead of <br /> driving on the roads. She suggested that if the material from <br /> the CAT Study is being used she hopes that everyone will keep in <br /> mind that it has never dealt with how alternative forms of <br /> transportation would effect the need for pavement and ahe does <br /> not think the CAT Study is a valid data base to use. <br /> <br /> Mr. Buck remarked that he is not in a position to take what <br />has been done and say which side is right or wrong and suggested <br />that someof the participants in the hearing tonight who have <br />some training and background in this area sit down with the staff <br />and the Highway Department in a work session and try to work <br />out what would be required to evaluate the validity of the <br />projections that were done by the CAT Study and after evaluating <br />what would be the scope of the job, report back to Council. Then <br />Council could decide whether to do the study and evaluation needed. <br /> <br /> Mr. Albro remarked that the most significant question is <br /> <br />not location, but design. He stated that the election in which <br />he and Mr. Buck were elected to Council the candidates of both <br />parties were completely unanimous in their feelings for this <br />road and he promised to not only support this road, but to work <br />to accelerate its construction. He stated this road has been in <br />the process for years, it was made first priority by two councils <br />and a lot has gone into it. He stated a good many hours have <br />gone into the process of planning and proposed location of this <br />road, but there is a great deal more to be decided than location <br />and in his judgement design is the paramount issue. Certainly <br />one of the gave concerns in the matter is the future of Ridge <br /> <br /> <br />
