and children, and the property values will drop and the houses
on Ridge Street will be doomed in the end to demolition.
Mr. Guy Agnor, County Executive of Albemarle County, addressed
the Council on behalf of the County government in favor of the
~project. He stated that the purchase of the Lane High School
building for the seat of Albemarle County government was intended
to keep the County government in Downtown Charlottesville
and the decision to renovate the post office building as a
regional library was based on its proximity to this road improve-
ment for those residents who live north of Charlottesville.

Mr. Bill Lucy speaking on behalf of the North Downtown
Residents Association, stated the residents are concerned about
the traffic on Park Street, but are not convinced that the
McIntire Extension proposal would have any significant effect
on that problem. The association feels that the Mclntire Road
improvement would exceed federal noise level standards and
make it a less desirable place to live. The association feels
that these issues are intertwined with design questions and
requested that the corridor not be approved ~until these design
issues are addressed more extensively.

Mr. R. J. Baltimore commented that the Downtown Mall can
not succeed if this road is built, since the road is a direct
route to the new shopping center.

Mr. Richard Collins spoke in opposition to the taking

land from the park to build a road.

Mr. Darden Towe addressed the Council in favor of the
proposed Mclntire Road project. He stated he thinks the long
range plans for Vinegar Hill will need the access provided by
this road. He stated speaking on behalf of the Officers of
Downtown Charlottesville, Inc. he would like to ~eiter~te~
their position in favor of the road.

Mr. Sandy Lambert urged the Council to continue with its
plans for this road. He stated that he could see no other
location for the road ~ther then this corridor ~nich is proposed.

Mr. Michael Bernhart addressed the Council in opposition

to the proposed road. He stated that the proposed road is a
road for business purposes, but business purposes can be
served by riding on public transit a lot more cheaply, a lot
more inexpensively, a lot less destructively, and a lot safer.
He stated it doesn't make sense to do all this damaging
construction when mass transit will do the exact same thing and
up set nobody.

Mr. Francis Fife stated that he has voted for this road

in the early stages, but if he were on Council now he would have
to reconsider and he thinks Council has heard enough reasons
to reconsider the project. He stated that he' was afraid if
the Council proceeds without giving it further consideration we
will end up with a road that is too big and too damaging.
