<br />Cleveland Avenue and Willard Drive - south and east side,
<br />4 segments totalling approximately 1200 feet from Woodland
<br />Drive to Harris Road.
<br />
<br /> BE IT FURTHER RESOLVED that the city staff is directed
<br />to begin work on such projects to the extent possible with funds
<br />already appropriated for Sidewalk construction in the budget
<br />for the current fiscal year, and that any portion of such projects
<br />which cannot be completed within such existing levels of funding
<br />shall receive top priority for the allocation of funds appropriated
<br />in future years.

<br /> On motion by Mrs. O'Brien, seconded by Mr. Buck the following
<br />resolution was unanimously adopted.
<br />
<br /> WHEREAS, the City Planning Commission, by resolution
<br />adopted on August 14, 1979, certified to this Council a document
<br />recommended for adoption as the Comprehensive Plan for the City
<br />of Charlottesville; and
<br />
<br /> WHEREAS, such document was the subject of a duly
<br />advertised public hearing held at a meeting of this Council on
<br />September 17, 1979, and continued to October 1, 1979; now,
<br />therefore, be it
<br />
<br /> RESOLVED by the Council of the City of Charlottesville,
<br />that the aforesaid document, containing 206 pages, certified
<br />by resolution of the City Planning Commission on August 14,
<br />1979, is hereby approved and adopted in the following manner:
<br />
<br /> (1) The section of such document entitled "Innroduction"
<br />"Philosophy and O~e~all Goals", "Overall Community Issues", '
<br />'.iCommunity Profile", ~ ".N~i'ghborhoods", "Natural Environment".
<br />Land Use , Houszng , Recreatzon and Open Space , Transportation"
<br />"Energy and Utilities", "Economic Development", and "Implementation
<br />Strategy", and including a city-wide land use plan map as
<br />presented by the Department of Community Development and approved
<br />by the Planning 'Co~m~ission to be printed as an insert to such
<br />document, with- ~he-exeep~o~-of-at½-~efe~emees- ~o-s i~ewatk-p.ta~
<br />and-p~io~ieies-i~-~hese-see~is~s~ are hereby adopted as the
<br />official Comprehensive Plan of the City, pursuant to Article 4
<br />f Chapter 11 (~§15.1~46, et seq.) of the Code of Virginia,
<br />950, as amende~. Such sections (printed on blue pages in such
<br />document) shall have the full force and effect conferred upon
<br />comprehensive plans by such Article and other provisions of
<br />general law.
<br />
<br /> (2) The remaining sections of such doc~nent shall not
<br />be deemed to be part of the official Comprehensive Plan of the
<br />City, but shall be considered as supplemental statements of
<br />background data, existing and anticipated future conditions
<br />and policy considerations for general reference by the City
<br />Council, City administration, boards, .commissions and agencies
<br />in planning and making decisions affecting those matters which
<br />are the such of such supplemental statements.

<br />An ordinance entitled "AN ORDINANCE TO AMEND CHAPTER 10
<br />
<br />OF THE CITY OF CHARLOTTESVILLE,1976, AS AMENDED, BY ADDING AN
<br />ARTICLE XIi CONTAINING SECTIONS 10~70 THRU 10-82 IN ORDER TO
<br />
<br />PROVIDE FOR THE EXEMPTION FROM REAL ESTATE TAXATION OF CERTAIN
<br />SOLAR ENERGY FACILDTIES AND TO ESTABLISH THE TERMS AND CONDITIONS
<br />AND PROCEDURES FOR THE GRANTING OF SUCH EXEMPTIONS," which was
<br />offered at the meeting of the Council on October 15, 1979, was
<br />adopted by the following recorded vote, Ayes: Mr. Albro,
<br />
<br />Mr. Brunton, Mr. Buck, Mr. Gatewood and Mrs. O'Brien. Noes:
<br />
<br />None.
<br />
<br /> Mr. Albro reminded the~Council that a proposal had been
<br />received from the NAACP suggesting a change in the method by
<br />which Councillors are elected. He stated that State statute
<br />says that an election by wards can not be put into effect until
<br />after the 1980 census. He stated that would not preclude
<br />consideration of a charter change at this time and suggested
<br />that if the Council were~favorably disposed toward a ward system
<br />it would take a charter change to implement it. He suggested
<br />that a work session be set to discuss this matter and invite
<br />
<br />the NAACP to attend.
