176 <br /> <br />Discussion re- Reallocation <br />of Bicycle Projects in <br />the Capital Budget <br /> <br />Consideration re: <br />Ordinance - Fees for <br />mechanical and plumbing <br />permits <br /> <br /> On motion by Mrs. 0'Brien, seconded by Mr. Albro the <br /> <br />permit parking regulations were amended to add to Section VI <br /> <br />the following: <br /> <br /> (~) Upon receiving a request, the City Traffic Engineer <br /> will determine whether a street would be eligible for <br /> permit parking if it were part of an established zone. <br /> This determination shall be based upon the 75% <br /> occupancy rate for on-street parking as described in <br /> Section ¥. <br /> <br /> (b) Should that 75% occupancy rate be met, the interested <br /> party shall be notified of such and asked to submit <br /> a petition reflecting the concurrence of 75% of the <br /> residents of the block in question. A summary of the <br /> permit parking regulations should also be sent to the <br /> interested party for their information. <br /> <br /> (c) Upon receipt of a favorable petition from the resi- <br /> dents, the City Traffic Engineer shall make his <br /> recommendation regarding the establishment of an <br /> additional zone. This recommendation should <br /> describe the boundaries of the zone and give <br /> consideration to the transfering of parking problems <br /> on a given street or onto nearby streets upon <br /> implementation of permit parking controls. <br /> <br /> (d) A registered letter shall be sent to all residents <br /> of the proposed zone describing the City's intentions <br /> to establish a new zone, a map showing the boundaries <br /> of the zone~ and a summary of the regulations. The <br /> letter shall advise residents of the date on which <br /> City Council will consider the additional zone and <br /> invite their comments at the meeting. <br /> <br /> Mrs. 0'Brien stated that after the last couple of years she <br /> <br /> has come to the conclusion that bike paths will never be <br /> constructed 6n the existing streets in Charlottesville and <br /> suggested that the money be used as follows: $-15,000 to <br /> eliminate the hazamds on the designated routes in the bicycle <br /> plan, and the balance to match with Bureau of Outdoor <br /> Recreation money to construct the paths that generally could be <br /> considered recreational paths in the plan. These generally <br /> go along Moore's Creek and the Rivanna River. Most of the <br /> land has recently been leveled and cleared for the sewer lines <br /> and we could make our money go a longer distance and amend <br /> the bicycle plan ~o reflect that kind Of approach. She <br /> suggested that $15,000 be used to eliminate the haza=ds and <br /> $100,000 as match for BOR funds. <br /> Mr. Wiley stated that a resolution would be prepared for next <br /> meeting to formally transfer the money for these purposes. <br /> An ordinance entitled "AN ORDINANCE TO A~MEND AND REORDAIN <br /> SECTIONS 5-9 AND 5-25 OF THE CODE OF THE CITY OF CHARLOTTES- <br /> VILLE, 1976, AS A~NDED, RELATING TO THE FEES FOR MECHANICAL <br /> AND PLUMBING PERMITS," was offered by Mrs. O'Brien, seconded <br /> by Mr. Albro and carried over to the next meeting for <br /> <br />consideration. <br /> <br />On motion ~he meeting adjourned. <br /> <br />~rk <br /> <br />President <br /> <br /> <br />
