Proposal and the Official Statement, and all actions and proceedings- <br />heretofore taken by this Council, the City Manager and the of~er <br />officers, employees, agents and attorneys of the City in connection <br />with the issuance and sale of the Bonds, are hereby ratified and <br />confirmed. <br /> <br /> SECTION 9. Filing of This Resolution. The City Attorney <br />is hereby authOrized and directed to file a copy of this resolution, <br />certified by the Clerk of this Council to be a true and correct copy <br />hereof, with the Circuit Court having jurisdiction over the City. <br /> <br /> SECTION 10. Invalidity of Sections, Paragraphs, Clauses <br />or Provisions. If any section, paragraph, clau~ or provision of this <br />resolution sh~ll be held invalid or unenforceable for any reason, the <br />invalidity or unenforceahility of such section, paragraph, clause or <br />provision shall not affect any of the remaining portions of this <br />resolution. <br /> <br /> SECTION 11. Heading_s of Sections. The headings of the <br />sections of this resolution shatl~be solely for convenience of <br />reference and shall not affect the meaning, construction, interpretation <br />or effect of such sections or of this resolution. <br /> <br /> SECTION 12. Effectiveness of Resolution. <br />shall take effect upon its passage. <br /> <br />This resolution <br /> <br />On motion the meeting adjourned. <br /> <br />_ 89 <br /> <br />Clerk <br /> <br />Pres id~nt <br /> <br />COUNCIL CHA~ER - MONDAY, DECEMBER 17, 1979 <br /> <br />REGULAR MEETING The Council met in regular session on this date with the following <br /> members present: Mr. Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood and <br /> Mrs. O'Brien. Absent: None. <br /> <br />Approval of minutes Action on the minutes of the meeting of December 3rd was deferred <br />of 12/11/79 - Deferral <br />of minutes of for amendment and the minutes of December llth were approved as presented. <br />12/3/79 <br />Presentation: City/ Mr. James King, Chairman of the Coordinating Council of the Human <br />County Cooperation <br />Committee Resources Association, addressed the Council and presented a proposal <br /> <br /> about user side transit subsidies. He stated the basic concept is to <br /> provide transit subsidy for users of the transit system through <br /> existing private transit systems for specialized population groups such <br /> as the elderly and handicapped. He stated it provides for a specialized <br /> need for elderly and handicapped individuals, it utilizes private <br /> enterprises and existing transit systems, it is a flexible form of <br /> door-to-door transit service, it is an easy and equitable way of ~.~ <br /> targeting subsidies for transit users, it assist in meeting federal <br /> <br /> UMTA requirements for transit for the elderly and handicapped and it <br /> requires minimum administrative and organizational effort. He stated <br /> this subsidy should be targeted for the elderly and handicapped only. <br /> Subsidies should be provided only for night's, week-ends and holidays, <br /> work and work related trips by handicapped on a 24 hour basis and <br /> for trips when they can not use existing transit services and are not <br /> covered by existing social service agency subsidies. Up to 50% <br /> subsidy should be considered and priorities for subsidies should be given <br /> in the following order: 1. work and work related trips; 2. medical <br /> related trips; 3. shopping; and 4~.:~mrecreational and social trips. <br /> <br /> He stated voters at the December general membership meeting endorsed <br /> these priorities by a large majority and endorsed the rest of the state- <br /> ment unanimously. It is recommended that this proposal be considered <br /> by the City-County Joint Transit Advisory Committee to be included as part <br /> <br /> <br />
