190 <br /> <br /> of the transit shudy being conducted at this time as one alternative <br /> for the elderly and handicapped and the detailed proposal be developed <br /> by the City's consultant and staff. <br /> The Mayor advised Mr. King that this report would be referred to <br /> the City-County Joint Transit Advisory Committee for consideration. <br /> Mrs. George Thomas on behalf of the Joint City-County Cooperation <br /> Study Committee, addressed the Council and presented a proposed charter <br /> for this group. She stated that there was no agreement between the <br /> City and County as to a name for this committee, therefore, they <br /> had adopted the name of "JOINT CITY-COUNTY COOPERATION STUDY <br /> CO~MITTEE" in their charter. She stated the charter alao mentions the <br /> responsibilities of the Council to this group and the committee does <br /> not consider 'it the Councils responsibility to endorse or agree with <br /> what the committee may present in reports. <br /> Mrs. O'Brien asked Mrs. Thomas if the Committee was seeking the <br /> endorsement of the Council and Board of Supervisors of this charter. <br /> .... Mrs. Thomas replied that she would like some ~ort of endorsement <br /> and she would hope the City and County would endorse the same charter. <br /> <br />Endorsing the A motion by Mrs. O'Brien, seconded by Mr. Albro that Council <br />City/COunty Cooperation <br />Committee's Charter endorse the charter as prepared by the committee, was unanimously <br /> <br /> adopted. <br /> <br />Staff Report: Mr. Bob Stripling addressed the Council and stated that $50,000 <br />M.I.C.A. Contract <br />and approving was included in the fiscal year 1980 budget, which the staff proposed <br />signzng contract <br /> to use in productivity improvement and cost saving projects. He stated <br /> <br /> that the proposal before Council tonight is in support of that program. <br /> He stated this program recognizes the need for the City to significantly <br /> reduce costs in this budget year and future budget years in order to <br /> provide monies for present programs and for new programs which Council <br /> may approve. He stated the City staff has already implemented some <br /> projects along similar lines, but believe some outside assistance is <br /> necessary. He stated as part of this effort the staff is recommending <br /> the employment of .The Management Improvement Corporation ~f America <br /> to assist us in implementing cost savings programs. He stated one of the <br /> programs that has been discussed in relation to this contract is possible <br /> changes in the way the City pays social security taxes. This program <br /> is estimated to save the City approximately $80,000 per year. He stated <br /> some research has been done on this and because there is pending <br /> legislation which would eliminate these savings for local governments <br /> we are proposing this particular project only as a possibility and if <br /> it is found that this is not a good idea for the City to implement <br /> this particular project other projects will be chosen which will more <br /> than cover the amount of the contract. <br /> <br /> Mr. Buck asked that in light of the statement that we are not <br /> sure we would proceed with the FICA, what areas would they work on. <br /> Mr. Stripling responded that one of the benefits of operating under <br /> this type of contract is that we do not have to define areas at this <br /> time, but the company will come in and work with the staff to pinpoint <br /> areas where costs savings can be found. <br /> <br /> After a lengthy discussion, a motion by Mrs. O'Brien, seconded by <br /> Mr. Albro that the City Manager be authorized to enter into a contract <br /> <br /> <br />
