Noes~ None. <br /> <br />The resolution appropriating $7,000 for an indirect cost recovery <br /> <br />program, which waa offered at the meeting of the Council on December <br /> <br />3, 1979, was adopted hy the following recorded vote. Ayes: Mr. Albro, <br /> <br />Mr. Brunton, Mr. Buck,~r~4. ~ Gatewood and Mrs, O~'Brien. <br /> <br /> The resolution appropriating $145,716 for the fuel relief program, <br />Program - <br /> which was offered at the meeting of the Council on December 3, 1979, <br /> <br />was adopted by the following recorded vote. Ayes: Mr. Albro, Mr. <br /> <br />Brunton, Mr. Buck, Mr. Gatewood and Mrs. O~Brien. Noes: None. <br /> <br />The resolution appropriating $150,000 for the purchase of property <br /> <br />adjacent to Pen Park, which was offered at the meeting of the Council on <br /> <br />December 3, 1979, was adopted by the following recorded vote. Ayes: <br /> <br />Mr. Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood and Mrs. O'Brien. Noes: <br /> <br />None. <br /> <br />On motion by Mr. Albro, seconded by Mrs. O'Brien the following <br /> <br />resolution was unanimously adopted. <br /> <br /> WHEREAS the Charlottesville City Council recognizes the <br />existence of a litter problem within the boundaries of the City of <br />Charlottesville; and <br /> <br /> WHEREAS the Virginia Litter Control Act of 1976 provides <br />through the Department of Conservation and Economic Development, <br />Division of Litter Control, for the allocation of public funds in the <br />form of grants for the purpose of promoting enforcement of anti-litter <br />statutes and ordinances and for the purpose of enhancing local litter <br />control programs; and <br /> <br /> WHEREAS having reviewed and considered the Regulations and <br />the application~covering a~ainistration and use of said funds <br /> <br />BE IT RESOLVED that the Charlottesville City Council: <br /> <br /> Hereby endorses and supports such a program for the City of <br />Charlottesville; and <br /> <br /> Hereby expresses the intent to combine with the County of <br />Albemarle in a mutually agreed upon and coordinated program, contingent <br />on approval of the Application by the Department of Conservation and <br />Economic Development, Division of Litter Control, and contingent on <br />receipt of funds; and <br /> <br /> Hereby authorized the Charlottesville~Albemarle Clean <br />Community Commission (C-AC3) to plan and budget for a coordinated <br />anti-litter program, which-shall represent said program for all <br />localities named in this resolution; and <br /> <br /> Further authorizes the Charlottesville-Albemarle Clean <br />Community Commission (C-AC3) to apply on behalf of all of the above <br />named localities for a grant, and to be responsible for the <br />administration, implementation, and completion of the program as it <br />is described in the attached application f°rm LC-G1; and <br /> <br /> Further accepts responsibility jointly with the Charlottes- <br />ville-Albemarle Clean Community Commission (C-AC3) and County of <br />,Albemarle for all phases of the program; and <br /> <br /> Further accepts liability for its pro rata share of any funds <br />not properly used or accounted for pursuant to the Regulations and <br />the Application; and <br /> <br /> ~hat said funds, when received, will be transferred immediately <br />to the Charlottesville-Albemarle Clean Community Commission (C-:AC3) <br />to be used in said coordinated program which we give our full support <br />and endorsement. <br /> <br /> Hereby request the Department of Conservation and Economic <br />Development, Division of Litter Control, to consider and approved the <br />application and program, said program being in accord with Regulations <br />governing use and expenditure of said funds. <br /> <br /> <br />
