19.7 <br /> an excellent' arena for ¢itizeH§ to get together to investigate whether <br /> <br /> or not a mixed ward~is~stemwas in the interest of the entire City. <br /> <br /> Mr. Sherman White addressed the Council and was very critical of <br /> <br /> the delay recommended by the Mayor, He stated the request was not <br /> for a ward system, but for a mixed system that would give the City <br /> a much. better cross section of representation. <br /> <br /> Mr. Buck stated that for himself he did feel the ward system <br /> <br /> does lend itself to more participation and easier accessibility. He <br /> stated his concern is that such a system could lend itself to a <br /> tendency towards a derisive type policy or people ~asically trying to <br /> take care of only their neighborhood interest. He stated he has seen <br /> in the last few years is an effort by the Council to try to get more <br /> participation on boards and commissions. He stated if he believed <br /> a black could not get elected or a person from Belmont or any other <br /> area or economic group could not get elected without a ward system then <br /> he would be a strong advocate for it, since it is important that all <br /> groups have representation. He believes that they can get elected and <br /> can have that representation under the existing system. <br /> <br /> Mr. Albro stated that the proposal made by the Mayor is a deferral <br /> and should be viewed that way. He stated he felt a study group at <br /> this time would not be very productive. He stated there is a statute <br /> which prohibits redrawing lines or instituting a wards system at this <br /> time. He stated th.at he does not want this delay construed as opposition. <br /> <br /> Mrs. O'Brien stated she felt it was a better part of wisdom to <br /> follow the Mayor's recommendation and defer this matter. <br /> <br /> Mr. Gatewood stated that everyone understand that a delay at this <br /> time is not a decision on the merits and he agrees that delay is <br /> appropriate. <br /> <br />Staff Report: Mr. Robert Sheets, Director of Finance, presented a detailed <br />Utility Billing <br />System report concerning the operation of the Utilities Assessment and <br /> <br /> Collections Division for. the City. He stated this report is one of <br /> several the staff will prepare during the year as a follow up to audit <br /> committees report. H.e stated the major.'deficiencies~in the current: <br /> ~s'ystem. are: l~..'lack~..of accounting ¢ontrols;~ 2. inability to comply <br /> with Federal Gas Regulations; 3, lack of timely information~ 4. <br /> absence of a full-time manager; and 5. responsiveness to citizens. <br /> <br /> He stated the benefits to be realized from the development of a new <br /> system and a full-time manager are: 1. avoidance of a qualified <br /> auditors opinion which could effect the City's bond rating and <br /> jeopardize its financial standing in the community; 2. more timely <br /> and accurate information; 3. compliance with Federal Regulatory <br /> agencies; 4. ability to analyze financial position of utility operations <br /> at any time so that adjustments to utility rates can be effected; <br /> <br /> 6. responsiveness to community with timely and accurate information~ <br /> <br /> 7. flexability in a system to change as they need change; and 8. <br /> c=eation of geographic data base for use by all departments especially <br /> police and fire. He stated the cost for the entire project would be <br /> approximately $66,000, but the return on this investment will be realized <br /> <br /> <br />
