1'98 Consideration re: Appropriation - $1,800 - DOT Safety Grant Police Radar Consideration re: Appropriation - $11,348 - Fire Truck Appropriation - Amendment to appropriation resolution adopted December 3, 1979 Resolution re: Approving IDA financing for Wilson & Price Partnership through better controls of the billing system. He predicted the cost for this project would be returned to the Utility fund in less than 2 years by the increase in cash flow and the reduction and .the amount of terminated accounts. (Full report on file~with the minutes of this meeting). The Council approved the implementation of the new billing system as presented. On motion by Mrs. O'Brien, seconded by Mr. Albro the following resolution was offered and carried over to the next meeting for consideration. BE IT RESOLVED by the Council of the City of Charlottes- ville, that the sum of $1,800 is hereby appropriated from the Grants Fund to expenditure account 11~21060 for the purchase of an ~dditionai radar unit for the Police 'Department, provided that such appropriation is conditioned upon the receipt in the Grants Fund of a like amount in federal funds from DOT Safety Grant PT79-540-068-1. The City Manager advised the Council that the recent bids received for.:Fire Department Pumper indicate that American La France is the low bidder at $106,348. He stated that $95,000 is included in the budget for the purchase of the Pumper and an additional appropriation in the amount of $11,348 is needed. On motion bY Mr. Albro, seconded by Mrs, O'Brien the following resolution was offered and carried over to the next meeting for consideration. BE IT RESOLVED by the Council of the City of Charlottes- ville, that the additional sum of $11,348 is hereby appropriated from the unappropriated balance of the Capital Fund to the expenditure account 05-00820, to be used in conjunction with the sum of $95,000 previously appropriated to such account for the pumchase of a new pumper truck for the Fire Department. The City Attorney advised the Council that there was some problems with the account number to which the funds were appropriated for the Belmont Drainage Project and requested that an amended re:solution be adopted to correct the account code. On motion by Mr. Gatewood, seconded by Mr. Albro the following resolution was unanimously adopted. BE IT RESOLVED by the Council of the City of Charlottesville, that the following appropriation Resolution adopted on December 3, 1979 is amended and readopted as follows: BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that the sum of $100,956.00 is hereby appropriated from the :unappropriated balance of the Capital Fund to expenditure account 05-00920 to be expended in conjunction with federal funds already appropriated to account 14-31560 in the CDBG Fund for the construction of storm drainage improvements in the Belmont neighborhood between Bolling Avenue and Quarry Road. On motion by Mrs. O'Brien, seconded by Mr. Albro the following resolution was unanimously adopted] WHEREAS, the Ordinance adopted by the Council on July 19, 1976, which created the Authority (the "Ordinance"), provided that the Authority shall not finance any facility until the location and financing of such facility have been approved by the Council; and WHEREAS, the Council of the City of Charlottesville, Virginia (the "Council"), has created the Industrial Development Authority of the City of Charlottesville, Virginia (the Authority ), pursuant to the Virginia Industrial Development and Revenue Bond Act to fulfill the purposes of such Act; and
