Resolution re: <br />In Support of Greene <br />County's efforts <br />to gain state and <br />federal aid <br /> <br />Consideration re: <br />Resolution - Granting <br />a special permit <br />to VEPCO - Public <br />utility facility <br />at Smith St. and <br />St. Clair Ave. <br />and Adopted <br /> <br /> The City that this could be accomplished in <br /> <br />a communication to the County~Executive. <br /> <br />203 <br /> <br /> On motion by Mrs. O'Brien, seconded by Mr. Gatewood the <br />following resolution was unanimously adopted. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottes- <br />ville, that the Mayor is hereby authorized to execute on behalf <br />of the City the following document~ in form approved by the <br />City Attorney: <br /> <br />Contract between the County of Albemarle and the <br />City of Charlottesville for the Watershed Manage- <br />ment Official. <br /> <br /> A copy of such document shall be kept on file with the <br />minunes of the Council meeting at which this resolution was <br />adopted. <br /> <br /> On motion by Mrs. O'Brien, seconded by Mr. Albro the following <br />resolution was unanimously adopted, <br /> <br /> WHEREAS, on the 24th day of October, 1979, at approximately <br />10:12 a.m. the County of Greene suffered a grevious loss to its <br />Clerk's Office, administrative offices, Courthouse, Sheriff's <br />Office, Commissioner of Revenue's Office, District Court Clerk's <br />Office, Juvenile and Domestic Relations District Court Clerk's <br />Office, Extension Offices, Commonwealth's Attorney's Office, among <br />others, and indeed all public buildings of the County of Greene <br />with the exception of an old jail and the school buildings were <br />destroyed; and <br /> <br /> WHEREAS, the County of Greene, after carefully reviewing <br />the loss with counsel, with its architect, and with its accounting <br />staff, has determined that there is no possibility that this <br />damage can be rectified with available funds without placing an <br />excessively burdensome tax upon the people of the County; and <br /> <br /> WHEREAS, Greene County is economically disadvantaged, <br />has a high unemployment rate, has no industries within its borders <br />and is not able to support such burden, <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Charlottesville that we do recommend to the Honorable John N. <br />Dalton, Governor of the Commonwealth of Virginia that he most <br />heartily recommend to James Earl Carter, President of the United <br />States, that Greene County, Virginia, be declared a federal <br />disaster area under the provisions of the applicable statutes, <br />now <br /> <br /> THEREFORE, BE IT RESOLVED that the City of Charlottesville <br />support efforts of the County of Greene to obtain assistance from <br />the Commonwealth. of Virginia and the United States Government. <br /> <br /> A communication was presented from the Planning Commission <br />recommending that the application for a special permit to use the <br />property located at Smith Street, St. Clair Avenue and Coleman <br /> <br />Street Extended for an Electric Power Transformer Substation be <br /> <br />granted subject to site plan approval for the following reasons: <br />1. it is in harmony with the Comprehensive Plan; and 2. there <br />is the need for the expansion of this facility in this area. <br /> <br /> On motion by Mr. Gatewood, seconded by Mrs. O'Brien the <br />following resolution was unanimously adopted. <br /> <br /> WHEREAS, Virginia Electric and Power Company has applied <br />for a special permit to use property owned by it, at the inter- <br />section of Smith Street and St. Clair Avenue, designated as Parcel <br />225 on City Real Property Tax Map 49, for expansion of the existing <br />sub-station located on said property; and <br /> <br /> WHEREAS such application has been duly advertised as <br />provided by law, and has been subject of a public hearing jointly <br />held by this Council and the City Planning Commission on January <br />8, 1980; and <br /> <br /> <br />
