Resolution re: 13C Warranty Executive Session The Council met in special session on this date with the follow- ing members present: Mr. Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood. Absent: Mrs. 0'Brien. The City Attorney summarized the Council's previous discussion concerning the legal issues involved in signing the Section 13C labor warranty required for approval of the City's Urban Mass Transit Administration Grant application. After further discussion, a motion by Mr. Buck, seconded by Mr. Albro, that the City Manager be directed .to sign the warranty was adopted by the following recorded vote. Ayes: Mr. Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood. Noes- None. Absent: Mrs. O'Brien. A motion by Mr. Gatewood, seconded by Mr. Buck, that Council meet in executive session to discuss a matter exempted by Section 2.1-344(a)(1) of the Virginia Freedom of Information Act was adopted by the following recorded vote. Ayes: Mr. Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood. Noes: None. Absent: Mrs. O'Brien. On motion the meeting adjourned. Regular session Approval of Minutes Matters by the Public Presentation re: School budget CDUNCIL CHAMBER MONDAY, MARCH 3, 1980 The Council met in regular session on this date with the following members present: M~. Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood, Mrs. O'Brien. Absent: None. The minutes of the meeting of February 19, 1980, were approved as presented. Mr. William D~~ Coleman, President of the Belmont Neighborhood Association, addressed the Council and presented a statement in which he stated the association wants to have good communications with City Council and City Staff and in order to insure good communications the association is asking the Council to instruct the City staff to stop pushing them in the association to do what they..should not do and try instead to respond more effectively to the needs and requests of the individual residents of Belmont. He stated they appreciate the interest and efforts of the City Council on their behalf and appreciate most of the efforts by _ members of City staff. They believeuthe~Ci~y has responded well to many of the concerns expressed by the residents of Belmont and hope that they will be able to continue to get the help they really need from the City. The Mayor thanked Mr. Coleman for his comments. Dr. RiChard Jennings~ Chairman of the School Board, addressed Council and presented the proposed School Budget for FY beginning July 1, 1980, and ending June 31, 1981. He stated this proposed operating budget permits increasing employees' salaries by 15% and yet only raises the total budget by 18%. He stated the School Board is of the opinion that the continuing improvement in our student performance justifies a strong endorsement from the
