Resolution re: <br />13C Warranty <br /> <br />Executive Session <br /> <br /> The Council met in special session on this date with the follow- <br /> ing members present: Mr. Albro, Mr. Brunton~ Mr. Buck, Mr. Gatewood. <br /> Absenn: Mrs. O'Brien. <br /> <br /> The City Attorney summarized the Council's previous discussion <br />concerning the legal issues involved in signing the Section 13C <br />labor warranty required for approval of the City's Urban Mass <br />Transit Administration Grant application. After further discussion, <br />a motion by Mr. Buck, seConded by Mr. Albro, that the City Manager <br />be directed to sign the warranty was adopted by the following <br />recorded vote. Ayes: Mr. Albro, Mr, Brunton, Mr. Buck, Mr. Gatewood. <br />Noes: None. Absent: Mrs. O'Brien. <br /> <br /> A motion by Mr. Gatewood, seconded by Mr. Buck, that Council <br />meet in executive session to discuss a matter exempted by Section <br />2.1-344(a)(1) of the Virginia Freedom of Information Act was <br />adopted by the following recorded vote. Absent: Mrs. O'Brien. <br /> <br /> On motion the meeting adjourned. <br /> <br />Clerk <br /> <br />Regular session <br /> <br />Approval of Minutes <br /> <br />Matters by the <br />Public <br /> <br />Presentation re: <br />School budget <br /> <br /> COUNCIL CHAMBER - MONDAY, MARCH 3, 1980 <br /> The Council met in regular session on this date with the <br /> following members present: Mr. Albro, Mr. Brunton, Mr. Buck, <br /> Mr. Gatewood, Mrs. O'Brien. Absent: None. <br /> <br /> The minutes of the meeting of February 19, 1980, were <br /> approved as presented. <br /> <br /> Mr. William D~.' Coleman, President of the Belmont Neighborhood <br />Association, addressed the Council and presented a statement in <br />which he stated the association wants to have good communications <br />with City Council and City Staff and in order to insure good <br />communications the association is asking the Council to instruct <br />the City staff to stop pushing them in the association to do what <br />they should not do and try instead to respond more effectively to <br />the needS and requests of the individual residents of Belmont. <br />He stated they appreciate the interest and efforts of the City <br />Council on their behalf and appreciate most of the efforts by <br />members of City staff. They believe~theCi~y has responded well <br />to many of the concerns expressed by the residents of Belmont <br />and hope that they will be able to continue to get the help <br />they really need from the City. <br /> <br /> The Mayor thanked Mr. Coleman for his comments. <br /> <br /> Dr. Richard Jennings~ Chairman of the School Board, addressed <br />Council and presented the proposed School Budget for FY beginning <br />July 1, 1980, and ending June 31, 1981. He stated this proposed <br />operating budget permits increasing employees' salaries by 15% <br />and yet only raises the total budget by 18%. He stated the <br />School Board is of the opinion that the continuing improvement in <br />our student performance justifies a strong endorsement from the <br /> <br /> <br />
