Presentation re: <br />City budget <br /> <br />Presentation re: <br />McIntire Road Design <br />Committee <br /> <br />Request re- <br />Dogwood."~ Festival <br />Committee <br /> <br />Appropriation re: <br />$1,781 Community <br />Attention Program <br /> <br />community in ~h~ form of a proper financial compensation, we <br />wish to retain our highly trained teaching staff and attract <br />highlY qualified teachers for vacanclea-~ He stated the board <br />feels that placing a high emphasis on salaries this year is the <br />correct priority for the School Board. What we are proposing will <br />require a major increase in the City's share of the School-Budget <br />but in their opinion the educational service provided by the <br />City is so essential that this' additional funding is not only <br />desirable, but critically needed. <br /> <br /> The City Manager presented the proposed City Budget for <br /> <br /> FY beginning July it 1980. He stated the General Fund Budget <br /> reflects an increase of 12%. He stated that there is a proposed <br /> decrease of two cents per one hundred dollars in the real estate <br /> tax rate. He stated that no new taxes or increases in any existing <br /> tax rates are proposed in this budget. <br /> <br /> The Mayor announced the first work session on the budgets <br /> would be on March 18th and the public hearing will be held on March <br /> 31 at 7:30 pm. <br /> <br /> Mr. William Lucy and Mr. Sandy Lambert, Co-chairmen of the <br /> McIntire Road Design Committee, presented the committee's report <br /> on the design for the proposed extension of McIntire Road. <br /> <br /> Mr. Lucy stated that the committee voted unanimously to <br /> recommend'that the intersection of McIntire Road and Melbourne <br /> Road be at grade. He stated the committee voted 5 to 1 to <br /> recommend that the road through the park be two lanes from the 250 <br /> Bypass. He stated the committee recommends that the road from <br /> Preston Avenue to the 250 Bypass should be four lanes and that <br /> the road be moved from its alignment farther to the west which <br /> would diminish the use of the present McIntire Road and would <br /> allow for some land between the two roads to be used for park <br /> purposes. <br /> <br /> Mr. Lambert stated by moving the road to the west some houses <br /> at the north end could be saved. <br /> <br /> The Mayor announced a work session would be held on March <br /> <br /> 5 at 7:30 pm to diScuss the proposals of the committee. <br /> <br /> Mr. Don Colley, President'of the Dogwood Festival, <br /> <br /> addressed Council and requested permission to use McIntire Park <br /> for amusement rides during the festival, April 14 through 27 <br /> and also an exemption from the license tax ordinance on the <br /> rides. <br /> <br /> On motion by Mrs. O'Brien, seconded by Mr. Albro, the <br /> foregoing requests were unanimously approved. <br /> <br /> The resolution appropriating $1,781.00 for the Community <br /> Attention Home Program, which was offered at the meeting of the <br /> Council on February 19, 1980, was adopted by the following <br /> <br /> <br />
