What we are proposing will require a major increase in the City's share of the School-Budget but in their opinion the educational service provided by the City is so essential that this' additional funding is not only desirable, but critically needed. The City Manager presented the proposed City Budget for FY beginning July it 1980. He stated the General Fund Budget reflects an increase of 12%. He stated that there is a proposed decrease of two cents per one hundred dollars in the real estate tax rate. He stated that no new taxes or increases in any existing tax rates are proposed in this budget. The Mayor announced the first work session on the budgets would be on March 18th and the public hearing will be held on March 31 at 7:30 pm. Mr. William Lucy and Mr. Sandy Lambert, Co-chairmen of the McIntire Road Design Committee, presented the committee's report on the design for the proposed extension of McIntire Road. Mr. Lucy stated that the committee voted unanimously to recommend'that the intersection of McIntire Road and Melbourne Road be at grade. He stated the committee voted 5 to 1 to recommend that the road through the park be two lanes from the 250 Bypass. He stated the committee recommends that the road from Preston Avenue to the 250 Bypass should be four lanes and that the road be moved from its alignment farther to the west which would diminish the use of the present McIntire Road and would allow for some land between the two roads to be used for park purposes. Mr. Lambert stated by moving the road to the west some houses at the north end could be saved. The Mayor announced a work session would be held on March 5 at 7:30 pm to diScuss the proposals of the committee. Mr. Don Colley, President'of the Dogwood Festival, addressed Council and requested permission to use McIntire Park for amusement rides during the festival, April 14 through 27 and also an exemption from the license tax ordinance on the rides. On motion by Mrs. O'Brien, seconded by Mr. Albro, the foregoing requests were unanimously approved.
