22O <br /> <br />Resolution re: <br />Authorizing the <br />permanent partial <br />closing of Rugby <br />Road at 250 Bypass <br /> <br />Resolution re: <br />Honoring Sharon <br />Hoose <br /> <br />but he feels the budget is rather high and many of these services <br />could be provided through existing agencies. <br /> Mrs. O'Brien asked if the Council is willing to support the <br />program at a reduced level or is the Council opposed to supporting <br />it at any level. <br /> Mr. Buck answered that he has problems with saying we will <br />give you any for a lesser program when we have little control or <br />responsibility for that program. <br /> The City Manager briefly summarized the data which has been <br /> collected pertaining to the partial closing of Rugby Road at <br /> the 250 Bypass. He stated there have been a number of traffic <br /> counts which show that traffic on the lower portion of Rugby Road <br /> at the 250 Bypass has been decreased by 48%. Traffic on the <br /> upper portion between Barracks Road and Dairy Road has decreased <br /> 23% and traffic on Dairy Road has increased by 6.5%. He <br /> stated that based on the discussions and traffic count the <br /> staff recommends that the partial closing of lower Rugby Road <br /> as it now exists be made permanent. <br /> Mr. William Pope, representing the residents of Dairy Road <br /> spoke in opposition to the closing as recommended. He stated <br /> that in his opinion Dairy Road is not able to absorb the <br /> additional traffic. <br /> <br /> Dr. Ed Miller spoke in favor of the closing. <br /> <br /> A motion by Mrs. O'Brien, seconded by Mr. Buck that the <br /> partial closing of Rugby Road at 250 Bypass be made permanent was <br /> defeated by the following recorded vote. Ayes: Mr. Buck, Mrs. <br /> O'Brien. Noes: Mr. Albro, Mr. Brunton, Mr. Gatewood. <br /> <br /> On motion by Mr. Atbro, seconded by Mrs. O'Brien, the <br /> following resolution was unanimously adopted. <br /> <br /> WHEREAS, Mr. Sharon B. Hoose has brought great credit to <br /> himself and family and profound enjoyment and pleasure to the <br /> people of Charlottesville during a long and distinguished pro- <br /> fessional and civic career; and <br /> <br /> WHEREAS, Mr. Hoose served as Director of the Lane High <br /> School Band for over thirty-four years with outstanding success <br /> and distinction; and <br /> WHEREAS, .during his career the Lane High School Band consis- <br /> tently received the rating of superior at regional and state <br /> band clinics and festivals; and <br /> WHEREAS, Mr. Hoose was recognized nationally as an outstand- <br /> ing high school band director; and <br /> <br /> WHEREAS, Mr. Hoose was later named the Coordinator of <br /> Music for Charlottesville City Schools from 1974 until 1976; and <br /> WHEREAS, Mr. Hoose has retired from the position of Director <br /> of the Charlottesville Municipal Band after providing twenty- <br /> three years of exemplary leadership and dedication; and <br /> <br /> WHEREAS, Mr. Hoose has enhanced the level of musicianship <br /> and playing ability of all who have come under his directorship <br /> and has contributed significantly to the enrichment of the City <br /> of Charlottesville's cultural atmosphere; now, therefore, be it <br /> <br /> <br />
