22'2 <br /> <br />Appmopria'tion re: <br />$2,000 carpeting <br />for courtroom <br /> <br />Resolution re: <br />Urging continuation <br />of General Revenue <br />Sharing Program <br /> <br />but as the volume of traffic increases on this road, it is going <br />to increase the cause of the development. The commercial develop- <br />ment which will take place along Morton Drive by virtue of failing <br />to vacate it tonight the developers will have a reasonable <br />expectation to think it will remain open and if it does become <br />commercially developed he is sure the owners would like to see it <br />developed. Then he thinks it will create a burden on the residential <br />neighborhood. Certainly there will be some inconvenience to some <br />people who have to go a couple of blocks further to get7 to Emmet <br />Street, but he thinks that is fairly inconsequential as opposed <br />to the real detriment that he thinks could happen to this property <br />in the future with commercial development along Morton Drive. <br /> An ordinance titled "AN ORDINANCE CLOSING, VACATING AND DIS- <br /> CONTINUING PORTIONS OF MORTON DRIVE ~AND THE FORMER RIGHT-OF-WAY <br /> <br /> OF EARHART STREET," which was offered at the meeting of the Council <br /> on December 3, 1979, was defeated by the following recorded <br /> vote. Ayes: Mr. Buck, Mrs. O'Brien. Noes: Mr. Brunton, Mr. <br /> Gatewood. Abstained: Mr. Albro. <br /> <br /> An ordinance titled "AN ORDINANCE AMENDING AND REENACTING THE <br /> DISTRICT MAP INCORPORATED IN SECTION 31-4 OF THE ZONING ORDINANCE <br /> OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, BY THE REZONING <br /> OF A PARCEL OF LAND LOCATED ON MORTON DRIVE AT MEADOWBROOK ROAD <br /> IN THE CITY OF CH~ARLOTTESVILLE," which was offered at the meeting <br /> of the Council on December 3, 1979, was defeated by the following <br /> recorded vote. Ayes: Mr. Brunton and Mr. Gatewood. Noes: Mr. <br /> Buck, Mrs. O'Brien. Abstained: Mr. Albro. <br /> <br /> Mrs. O'Brien remarked the Council is very pro-economic <br /> development and we have a major corporation that has done a very, <br /> very nice job on a major street in-the City, they come to user,with <br /> a problem, they work it out with the neighborhood and then the <br /> Council turns it down. In her opinion, that is very inconsistent. <br /> If the Council is willing to spend all the money on a culvert and <br /> give Morton's less than they want or need then that is a very <br /> interesting economic development program. <br /> <br /> On motion by Mr. Albro, seconded by Mr~ Buck, the following <br /> resolution was offered and carried over to the next meeting for <br /> consideration. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, <br /> Virginia, that the sum of $2,000.00 is hereby appropriated from <br /> the unappropriated balance of the general fund to expenditure <br /> account 01-12010 for the purchase of carpeting for the main court <br /> room of the City Circuit Courthouse. <br /> <br /> On motion by Mr. Buck, seconded by Mrs. O'Brien, the <br /> <br /> following resolution was unanimously adopted. <br /> <br /> WHEREAS, th~ Congress of the United States enacted into law <br /> in 1972 the General Revenue Sharing Program which provided direct <br /> grants of Federal funds to state and local governments; and <br /> <br /> <br />
