223 Resolution re: Retaining Community Block Grant income in Block Grant Fund Executive session WHEREAS,-the basic intent of the Congress in enacting this legislation was to relieve the burden on the local real property tax and to increase the decision making powers of local authorities; and WHEREAS, the General RevenUe Sharing funds received by the City of Charlottesville have enabled and made it possible for the City to provide its citizens with a basic level of local public services; and WHEREAS, the legislation which authorized the General Revenue Sharing Program expires in September, 1980; and WHEREAS, the loss of General Revenue Sharing Funds from the City budget would require the City to substantially increase the burden on its already heavily burdened real property tax to continue to provide a basic level of public service; now, therefore, be it RESOLVED that the Council of the City of Charlottesville strongly encourages the Congress of the United Stat~s to re-enact legislation which will continue the General Revenue Sharing Program; and BE IT FURTHER RESOLVED that this resolution be spread in the minutes of the Council meeting of March 3, 1980, and that copies be distributed to the City's representatives to the U.S. House of Representatives, to the State's representatives to the U.S. Senate and to the Chairman of the House Intergovernmental Relations Sub-Committee and the House Governmental Operations Committee. On motion by Mrs. O'Brien, seconded by Mr. Albro, the following resolution was unanimously adopted. WHEREAS, this Council has previously authorized the expenditure of federal Community Development Block Grant funds for various housing rehabilitation and housing development programs; and WHEREAS, three of those programs--the Land Lease Program, the Housing Rehabilitation Grant Program and the Home Ownership Rehab (House Bank) Program--have produced or may produce income from the sale or lease of properties which have benefitted from program expenditures; and WHEREAS, this Council considers it to have been the original intention that such programs were established as "revolving" funds, in order that such zncome might be used for the continua- tion of the programs; now, therefore, be it RESOLVED by the Council of the City of Charlottesville, Virginia, that: 1. Income received from the disposition of properties in the aforesaid three programs shall be credited respectively to the following designated accounts in the Community Development Block Grant Fund: Land Lease Program, 14-72320 Housing Rehabilitation Program, 14-72410 Home Ownership Rehab (House Bank) Program, 14-72420 and may thereafter be expended for the same purposes and upon the same terms and conditions as funds originally appropriated or allocated to such programs. 2. The Director of Finance and Executive Director of the Charlottesville Redevelopment and Housing Authority are hereby authorized and directed to take whatever steps may be necessary, consistent with applicable federal regulations, to implement the intention of Council expressed herein. A motion by Mr. Buck, seconded by Mr. Gatewood, that Council meet in executive session to discuss matters exempted by Section 2.1-344(a)(6) of the Virginia Freedom of Information Act, was adopted by the following recorded vote. Ayes: Mr. Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood, Mrs. O'Brian. Noes: None. On motion the meeting adjourned.
