223 <br /> <br />Resolution re: <br />Retaining Community <br />Block Grant income <br />in Block Grant Fund <br /> <br />Executive session <br /> <br /> WHEREAS,-the basic intent of the Congress in enacting this <br />legislation was to relieve the burden on the local real property <br />tax and to increase the decision making powers of local authorities; <br />and <br /> <br /> WHEREAS, the General RevenUe Sharing funds received by the <br />City of Charlottesville have enabled and made it possible for the <br />City to provide its citizens with a basic level of local public <br />services; and <br /> <br /> WHEREAS, the legislation which authorized the General Revenue <br />Sharing Program expires in September, 1980; and <br /> <br /> WHEREAS, the loss of General Revenue Sharing Funds from the <br />City budget would require the City to substantially increase the <br />burden on its already heavily burdened real property tax to <br />continue to provide a basic level of public service; now, therefore, <br />be it <br /> <br /> RESOLVED that the Council of the City of Charlottesville <br />strongly encourages the Congress of the United Stat~s to re-enact <br />legislation which will continue the General Revenue Sharing <br />Program; and <br /> <br /> BE IT FURTHER RESOLVED that this resolution be spread in <br />the minutes of the Council meeting of March 3, 1980, and that <br />copies be distributed to the City's representatives to the U.S. <br />House of Representatives, to the State's representatives to <br />the U.S. Senate and to the Chairman of the House Intergovernmental <br />Relations Sub-Committee and the House Governmental Operations <br />Committee. <br /> <br /> On motion by Mrs. O'Brien, seconded by Mr. Albro, the <br /> <br />following resolution was unanimously adopted. <br /> <br /> WHEREAS, this Council has previously authorized the expenditure <br />of federal Community Development Block Grant funds for various <br />housing rehabilitation and housing development programs; and <br /> <br /> WHEREAS, three of those programs--the Land Lease Program, the <br />Housing Rehabilitation Grant Program and the Home Ownership <br />Rehab (House Bank) Program--have produced or may produce income <br />from the sale or lease of properties which have benefitted from <br />program expenditures; and <br /> <br /> WHEREAS, this Council considers it to have been the original <br />intention that such programs were established as "revolving" <br />funds, in order that such zncome might be used for the continua- <br />tion of the programs; now, therefore, be it <br /> <br /> RESOLVED by the Council of the City of Charlottesville, <br />Virginia, that: <br /> <br />1. Income received from the disposition of properties in <br /> the aforesaid three programs shall be credited respectively <br /> to the following designated accounts in the Community <br /> Development Block Grant Fund: <br /> <br />Land Lease Program, 14-72320 <br />Housing Rehabilitation Program, 14-72410 <br />Home Ownership Rehab (House Bank) Program, 14-72420 <br /> <br />and may thereafter be expended for the same purposes and <br />upon the same terms and conditions as funds originally <br /> appropriated or allocated to such programs. <br /> <br />2. The Director of Finance and Executive Director of the <br /> Charlottesville Redevelopment and Housing Authority <br /> are hereby authorized and directed to take whatever steps <br /> may be necessary, consistent with applicable federal <br /> regulations, to implement the intention of Council <br /> expressed herein. <br /> <br />A motion by Mr. Buck, seconded by Mr. Gatewood, that Council <br /> <br />meet in executive session to discuss matters exempted by Section <br />2.1-344(a)(6) of the Virginia Freedom of Information Act, was <br />adopted by the following recorded vote. Ayes: Mr. Albro, Mr. <br />Brunton, Mr. Buck, Mr. Gatewood, Mrs. O'Brian. Noes: None. <br /> <br />On motion the meeting adjourned. <br /> <br /> <br />
