22-4 Regular session Approval of minutes Matters by the public Public hearing re: Starr Hill program amendments COUNCIL CHAMBER - MONDAY, MARCH 17, 1980 Council met in regular session on this date with the following members present: Mr. Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood, Mrs. O'Brien. Absent: None. Approval f the minutes of March 3, 1980, was deferred to the next meeting. Mr. Walter Payne on behalf of the Ridge Street Neighborhood Association and Mr. Herbert Porter addressed the Council with reference to th proposed sidewalks and site improvementa at Ridge Street an~ Hartman's Mill Road. He stated the association haa decided~not to pursue~the issue of sidewalks but does want to pursue the i~sue of curb and gutter and the site improvements. He stated the a~sociation has been advised that there are non enough funds to complete this project and he wishes to know if they can get so~e consideration for the installation of curbing and the site imt,rovements. The Mayor .dvised Mr. Payne and Mr. Porter that he would give them an an wer just as soon as possible. A public hearing was held on this date on proposed amend- ments to the St~rr Hill Program. Mr. Huja, ~irector of Community Development, stated that the Starr Hill Revitalization Committee is recommanding that $65,000 be shifted from four accounts as follows: Play Area Acquisition, $6,000; Play Are~ Construction, $8,000; Business Rehabilitation, $40,000; Program Administration, $11,000. He stated that the committee is recommending $20,000 to be placed in the account for acquisition ~f site for new housing and $45,000 to be placed in an account fc Brown Street Parking Lot land cost. Mr. Huja st, ted that the committee recommends changing the loan limit for t]~e Starr Hill Loan and Grant Program from $10,000 to $25,000. No.one appeared to speak either for or against the proposed amendments. Mr. Buck qu~stioned the shifting of $40,000 from Business Administration tc Land Acquisition account. Mr. Huja ex lained that at~present they are discussing with the Housing Auth rity staff review of Housing Rehab and the House Bank Program. H~ stated that to date not much money has been spent from those ~ccounts. After a detailed house by house study of the needs for house bank and house rehab money, it is believed that there will be enough money in those two accounts, which they will not be able to use and~±t could be t~ansferred to economic development loan program at any early date.
