22-4 <br /> <br />Regular session <br /> <br />Approval of minutes <br /> <br />Matters by the <br />public <br /> <br />Public hearing re: <br />Starr Hill program <br />amendments <br /> <br /> COUNCIL CHAMBER - MONDAY, MARCH 17, 1980 <br /> Council met in regular session on this date with the following <br /> members present: Mr. Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood, <br /> Mrs. O'Brien. Absent: None. <br /> <br /> Approval f the minutes of March 3, 1980, was deferred <br /> <br /> to the next meeting. <br /> <br /> Mr. Walter Payne on behalf of the Ridge Street Neighborhood <br /> Association and Mr. Herbert Porter addressed the Council with <br /> reference to th proposed sidewalks and site improvementa at <br /> Ridge Street an~ Hartman's Mill Road. He stated the association <br /> haa decided~not to pursue~the issue of sidewalks but does want <br /> to pursue the i~sue of curb and gutter and the site improvements. <br /> He stated the a~sociation has been advised that there are non <br /> enough funds to complete this project and he wishes to know if <br /> they can get so~e consideration for the installation of curbing <br /> and the site imt,rovements. <br /> <br /> The Mayor .dvised Mr. Payne and Mr. Porter that he would <br /> <br /> give them an an wer just as soon as possible. <br /> <br /> A public hearing was held on this date on proposed amend- <br /> ments to the St~rr Hill Program. <br /> <br /> Mr. Huja, ~irector of Community Development, stated that the <br /> Starr Hill Revitalization Committee is recommanding that $65,000 <br /> be shifted from four accounts as follows: Play Area Acquisition, <br /> $6,000; Play Are~ Construction, $8,000; Business Rehabilitation, <br /> $40,000; Program Administration, $11,000. He stated that the <br /> committee is recommending $20,000 to be placed in the account <br /> for acquisition ~f site for new housing and $45,000 to be placed <br /> in an account fc Brown Street Parking Lot land cost. <br /> <br /> Mr. Huja st, ted that the committee recommends changing the <br /> <br /> loan limit for t]~e Starr Hill Loan and Grant Program from $10,000 <br /> <br /> to $25,000. <br /> <br /> No.one appeared to speak either for or against the proposed <br /> amendments. <br /> <br /> Mr. Buck qu~stioned the shifting of $40,000 from Business <br />Administration tc Land Acquisition account. <br /> <br /> Mr. Huja ex lained that at~present they are discussing with <br /> <br />the Housing Auth rity staff review of Housing Rehab and the House <br />Bank Program. H~ stated that to date not much money has been <br />spent from those ~ccounts. <br /> <br /> After a detailed house by house study of the needs for house <br />bank and house rehab money, it is believed that there will be <br />enough money in those two accounts, which they will not be able to <br />use and~±t could be t~ansferred to economic development loan <br />program at any early date. <br /> <br /> <br />
