22.5 <br /> <br />t <br /> <br />Presentation re: <br />Social Development <br />Commission--annual <br />city budget <br /> <br />Presentation re: <br />Park Tower Develop- <br />ment Corporation <br /> <br /> Mr. Bill Cooper also explained that in looking at the housing <br /> situation in Start Hill over a three year period, there is two <br /> hundred thousand dollars allocated for the house bank and housing <br /> rehabilitation. Under the present limits of the Housing Authority's <br /> program, a grant of no more than $10,000 can be allocated per unit <br /> for rehab. Under the house bank program, the limit is $30,000. <br /> In their survey, there is found to be definitely five who could <br /> possibly qualify for assistance under either program and an <br /> additional two; therefore, if we take a figure of $30,000 as a <br /> maximum and there is $200,000 available, we feel more than sure that <br /> th~ money will be available to be shifted from this area. <br /> <br /> Mrs. O'Brien questioned the $25,000 limit for the loan and <br /> grant program. She stated she did not know how this loan program <br /> was going to operate or how the loans were going to be made, but <br /> in dealing with the loan program, the Housing Authority is starting <br /> to feel that it was better not to have a limit simply because if <br /> something came along that met the goals of the program it might b <br /> be better to spend $50,000 in one place rather than limiting it <br /> to $25,000. She questioned if Council wished to leave the loan <br /> limit at $25,000 or if it should be judged in a manner similar <br /> to the Housing Authority Program. <br /> <br /> On motion by Mrs. O'Brien, seconded by Mr. Albro, the amend- <br /> ments to the Starr Hill Program were unanimously approved. <br /> <br /> Mr. David Sheffield, representing the Social Development <br />Commission, addressed the Council and explained the process and <br />criteria used by the commission to evaluate the Social Service <br />Programs in light of the City's needs and priorities. He stated <br />the Social Development Commission concentrated on fourteen different <br />social service programs and agencies, which the commission felt <br />were sugject to some flexability with respect to program and <br />budget recommendations. He stated the commission discussed the <br />purposes, philosophy and process of budget evaluation and developed <br />questions to be asked of the agencies. They then invited the <br />agencies to appear before the commission and explain their various <br />responsibilities to the community. After these discussions with <br />the agencies, the commission then made its recommendation. He <br />stated the most significant criteria used was the need for the <br />service in the community and duplication. Also, the effectiveness <br />of the program and how efficiently it was managed. <br /> <br /> Mr. Sheffield was thanked for his report and Mr. Albro suggested <br />that a member of the commission be present when the Council considers <br />the agency budgets. <br /> <br /> Mr. Bob Stripling, Assistant City Manager, gave a brief report <br />and review on the status of the proposed convention center/hotel <br />complex on Vinegar Hill. He stated that after talking to a number <br />of developers, we were able to interest Park Tower Development Group <br />in the project and they have been working with staff for a number <br />of months trying to put a project together.
