Park Tower has put together a <br />group composed of Radisson Hotel, Prudential Life Insurance <br />Company and two architectural firms to work with them on the <br />project on the public side. We saw probable need for local <br />funds to make the project work and we also hoped to attract some <br />federal money to thee project to minimize the cost to the locality. <br />We do not believe that a private development of Vinegar Hill <br />is feasiable at this time in terms of total private development. <br />We have received some encouragement from some of the agents, <br />but we now believe that given the current situation with all <br />federal programs and the fact that Charlottesville has a difficult <br />time competing with a lot of cities that do not have the kind <br />of resources we have, it will be difficult for Charlottesville to <br />qualify foremost federal programs. So that the project won't <br />come to a halt, we have decided to change our strategy and as <br />a first element, we believe we need to tie down the cost <br />estimates for each element of the project. We believe that until <br />we have firm cost estimates it will be difficult for the Council <br />and the private developer to make a decision on this project. <br />He requested City Council to authorize the use of up to $25,000 <br />of monies that Council has already appropriated for economic <br />development~activities. The funds will be used for architectural <br />work, engineering work, financial analysis, and updating of <br />other information. He stated that the developer would agree <br />to pay back these funds to the City if the project were built. <br /> <br /> Mr. Bill Dowling of the Park Tower Development Group, discussed <br /> the project and answered'~questions from Council pertaining to the <br /> project. <br /> <br /> A motion by Mrs. O'Brien, seconded by Mr. Buck, that the <br /> <br /> staff be authorized to expend up to $25,000 to develop the plans <br /> for the Vinegar Hill Project and that the Council endorse Alterna- <br /> tive A was unanimously adopted. <br /> <br /> Mr.~Geoffrey Tait addressed the Council with reference to a <br /> 911 Emergency Telephone System. He stated that in November, 1976, <br /> under the direction of the present director of the Charlottesville <br /> Office of Emergency Services, the Urban Observatory report was <br /> released relating directly to the question of whether or not an <br /> emergency telephone communications system should be instituted for <br /> the City of Charlottesville and the County of Albemarle. The <br /> recommendation was an affirmative action to be taken by the <br /> governments of both the City and the County. To date, virtually <br /> nothing has been accomplished which could be termed directly <br /> <br /> beneficial to the public. He quoted the benefits to be derived <br /> from such a system, outlined in that report. He attacked the <br /> City Council and City Admini~stration for having taken no action <br /> on the implementation of this system. He requested that the <br /> <br /> <br />
