227 <br /> <br />Report re: JAUNT <br />13C Warranty <br /> <br /> City Council form a specific independent committee in conjunction <br /> with the County of Albemarle~to study and deliver to both the <br /> City and County a written proposal detailing the implementation <br /> of an Emergency 911 telephone number as part of a complete <br /> communications system. <br /> <br /> Mrs. O'Brien stated that well over a year ago at a meeting <br /> <br /> which was a follow-up to the Urban Observatory report, her recollection <br /> was that there would be a cost study done by C&P and those figures <br /> would be brought back to the Council and then the Council would <br /> consider proceeding, She stated that tonight is the first time <br /> she has seen those figures and she is-willing to consider them <br /> now, that the Council has been more than interested in a 911 <br /> system since the City did the study in the first place. She <br /> stated we have been well over a year getting the figures from <br /> the telephone company and that has been a major part of the <br /> problem. <br /> <br /> The City Manager stated that there are a number of reasons why <br /> this proposal can not be implemented at this time. Mainly because <br /> there is not a central law enforcement dispatch center. He <br /> stated he thinks a committee can be formed to look at it. The <br /> Social Development Commission has spent a good deal of time studying <br /> it and is ready to make a recommendation. <br /> <br /> Mr~ J.D. Harris, with Central Telephone Company, stated that <br /> <br /> in terms of conversion of their cennral office to handle 911, we <br /> are looking at 1986 to be able to handle 911 in all of their <br /> service areas. He stated if the City and County want to implement <br /> it sooner the simplest thing to do is to put a request in <br /> writing to Centel and after going through the proper channels, <br /> it would take at least three years to implement it. It is <br /> projected that they will have a completely electronic office in <br /> 1983 for Charlottesville's main office, as well as a north office. <br /> <br /> Mr. Gatewood stated it appears to him that this project has <br /> <br />been moving along slowly and there is a committee looking into it <br />from which a report is expected soon. He does not see any need <br />for another committee at this time. He feels that everyone is <br />in favor of the project and the attack on City Council and the <br />City Manager is very uncalled for. He thinks the Council should <br />wait for the report from the committee which is already working <br />on this project. <br /> <br /> The Mayor announced that when Council receives the report <br /> <br />further steps would be taken if necessary. <br /> <br /> Mr. Frederick Seaman, representing the JAUNT Board of Directors <br />reported that after the City Council meeting on March 3, he reported <br />to the Albemarle County Supervisors on the action taken that <br />evening. The Board of Supervisors met on March 12 and determined <br />that they still did not feel comfortable signing the 13C Warranty <br />until they had some kind of opinion from the State Attorney General <br />on the constitutionality question.
