22'8 <br /> <br />appropriated an additional $5,000 to cover the City's share of <br />JAUNT's deficit for the month of February, but JAUNT has not ..... <br />yet accepted the money. At its meeting today, the Board <br />instructed the Director to notify both the County Board of Super- <br />visors and the Charlottesville City Council of our intention to ~ <br />seek transfer sponsorship of our Section 18 grant application <br />from Albemarle County to Charlottesville, before this is finalized <br />the Board would like to get some assurances on one or two points <br />before they would feel comfortable with the final transfer: <br /> <br />(1) Would the Charlottesville sponsorship still allow JAUNT to <br />provide both urban and rural transportation? (2) Would JAUNT be <br />able to immediately upon receipt of the funds draw down sufficient <br />funds to pay back the jurisdictions for this bridge financing? <br />(3) Would the City consider the possibility of adding JAUNT's <br />grant funds to the City's short term cash investment so that <br />JAUNT could realize some interest earnings on money that is not <br />needed right away? (4)~Th'e~City would continue to allow JAUNT <br />to reevaluate its sponsorship on subsequent grant cycles. He <br />stated that if Council can assure JAUNT on these particular <br />points, they are prepared to work with the City staff to <br />complete the necessary paper work once the County has been <br />notified. He asked if all of this is straightened out what would <br />be the final disposition of the remaining funds of the original <br />appropriation. <br /> <br /> Mrs. 01Brien stated it was never her intention that the <br /> <br /> City would get into this to have any decision over routes. Her <br /> feeling has been alL, along that if a jurisdiction wants a <br /> particular route, wants to put up the money to finance it along <br /> with whatever federal subsidy they can find as ,long as that <br /> jurisdiCtion supports the route, it is alright with her. Her <br /> concern is and she thinks all other jurisdictions would have the <br /> sme concern that they don't want to be supporting routes in <br /> Charlottesville and Charlottesville doesn't want to be supporting <br /> other routes. <br /> <br /> Mr. Gatewood stated that Mr. Seaman has posed quite a few <br /> questions and he is not sure the Council can realistically <br /> address each one without some study and further information. <br /> <br /> The City Manager stated he has no problems with these <br /> questions except the last one which Mr. Seaman brought up and <br /> that is they could move their sponsorship at will and he is not <br /> sure what the ramifications are. He stated that if JAUNT is <br /> going to hop around from one sponsor to another, the City <br /> could be left with a liability and nothing to match that liability. <br /> Mr. Seaman answered that he was not sure that was the intent <br /> because certainly it is not the intent to be moving sponsorship <br /> during a fiscal year, but was only trying to somewhat protect <br /> JAUNT's independence. <br /> <br /> Mrs. O'Brien asked if there could be some kind of agreement <br /> <br /> <br />
