233 <br /> <br />Resolution re: <br />Contractor's bid on <br />Schenk's Branch <br />Drainage Project <br /> <br />Ordinance re: <br />Amending & <br />reordaining Sections <br />31-16 & 31-33.1 <br /> <br /> odor, fumes, vibrations or incompatible lighting, <br /> noise or visual effects; <br /> <br />(b) when exercised in accordance with the conditions <br /> hereinafter imposed, would be in harmony with the <br /> purposes of the R-1 District in which it is located; <br /> <br />(c) would conform generally to the land use element of <br /> the city's comprehensive plan and the policies thereof~ <br /> <br />(d) would have no undue adverse impact on the public <br /> health, safety or general welfare of the surrounding <br /> neighborhood. <br /> <br />(3) There is hereby granted a special permit for the use of <br /> Parcels 8--43, 8~44, 8~45, 8-46 and 8-47 for a private, <br /> non-commercial recreation facility for group use. Such <br /> special permit is expressly conditioned upon: <br /> <br />(a) Approval and recordation of a proper subdivision <br /> plat combining the five subject parcels into a single <br /> parcel, przor to final approval of any site plan <br /> for expansion of the existing facilities on the <br /> property. <br /> <br />(b) Future development of the property only in conformity <br /> with a site plan to be approved administratively by <br /> the director of planning. Such site plan shall, at <br /> the minimum, provide for: <br /> <br /> (i) Elimination of the westernmost entrance to the <br /> parking lot from Sprigg Lane and connection <br /> for internal circulation between the northern and <br /> western portions of the parking area. <br /> <br /> (ii.). Outdoor lighting of a residential characner nor <br /> more than fifteen feet in height and shielded from <br /> adjacent residential areas. <br /> <br />(iii) Installation of an underground drainage line to <br /> convey storm drainage from the property to the <br /> existing 48 inch line east of Emmet Street. <br /> <br /> (iv) Designation of trees greater than 8" in caliper <br /> provision to preserve those not being removed <br /> for building or parking expansion. <br /> <br /> (v) Designation of proposed landscaping, including <br /> that along the Emmet Street and Sprigg Lane frontages. <br /> <br /> (vi) Designation of location, size and type of any proposed <br /> sign which shall not be out of character with a <br /> residential area. <br /> <br />(vii) Designation of adequate screening by planting, <br /> fencing or extension of the serpentine wall along <br /> the Lewis Mountain Road frontage and the western <br /> property line. <br /> <br />(viii) Erection of control devices to limit use of the <br /> Lewis Mountain Road entrance only for special <br /> events. <br /> <br /> (ix) Realignment of the Lewis Mountain Road entrance <br /> to discourage traffic leaving the parking lot <br /> from turning right onto Lewis Mountain Road. <br /> <br /> The City Manager advised the Council that six bids were received <br /> on the Schenk's Branch Drainage Project and the low bid was sub- <br /> mitted by S.R. Gay and Company of Lynchburg in the amount of <br /> $449,000 and recommended acceptance of this bid. He stated that <br /> the updated estimated cosn of Phase I from 7th Street, N.W., to <br /> just west of 10th Street, N.W., is $532,914 which will leave a <br /> balance in the project of $87,623.10 to be used as contingencies. <br /> <br />On motion by Mr. Albro, seconded by Mrs. O'Brien, the <br />recommendation of the City Manager was unanimously adopted. <br /> <br /> An ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br />SECTION 31-16 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, <br />AS AMENDED, AND TO ADD A SECTION 31-33.l, THE AMENDED AND NEW <br />SECTIONS RELATING TO YARD REGULATIONS IN RESIDENTIAL DISTRICTS," <br />was offered by Mrs. O'Brien, seconded by Mr. Albro and carried <br />over to the next meeting for consideration. <br /> <br /> <br />
