232 <br /> <br />The Mayor then asked for discussion on the resolution as <br /> <br />amended. <br /> <br /> Mr. Buck stated that he agreed that the primary use of the <br /> <br />Alumni Hall facility would be for recreational purposes. He <br />further believed that the Alumni Association and Neighborhood <br />Association could work togehter copperatively to minimize <br />any negative impacts from the project. He stated his belief <br />that it was in the long run the best interest of the neighbor- <br />hood for Alumni Hall to stay at its present location, though <br />he realizes some residents of the area would disagree with <br /> <br />this conclusion. <br /> <br /> The Mayor stated that he was in favor of granting the special <br />permit for the reasons stated by the Planning Commission and <br />because he felt the Alumni Association could continue t.o operate <br />its facility in a manner ~which would be acceptable to the neighbor- <br /> <br />hood. <br /> <br /> Mrs. O'Brien stated that she was in favor of the granting of <br />the special permit for the reasons stated by Mr. Albro in making <br /> <br />the motion. <br /> <br />The motion to adopt the resolution hereinafter set forth <br /> <br />was adopted by the following recorded vote. Ayes: Mr. Atbro, <br /> <br />Mr. Brunton, Mr. Buck, Mr. Gatewood, Mrs. O'Brien. Noes: None. <br /> <br /> WHEREAS, the Alumni Association of the University of Virginia <br />has applied for a special permit for use of its property lying <br />west of Emmett Street, between LewiS Mountain Road and Sprigg <br />Lane, comprising of Tax Map Parcels 8-43, 8-44, 8-45, 8-46 and <br />8-47, as a private,~non-commercial, recreational facility for <br />group use pursuant to Section 31-14 (c) of the City Code; and <br /> <br /> WHEREAS, such application was accompanied by a site plan <br />for the proposed expansion of the applicant's existing facility <br />known as Alumni Hall; and <br /> <br /> WHEREAS, the effect of such special permit would be to convert <br />the present use of the property from a conforming to;.~a non- <br />conforming use, and thereafter to permit such expansion in conformity <br />with an approved site plan; and <br /> <br /> WHEREAS, this special permit application was the subject of <br />duly advertised joint public hearings before the City Planning <br />Commission and this Council on January 8, 1980, and February 12, <br />1980, at which comments were received from adjacent property <br />owners and other interested citizens; and <br /> <br /> WHEREAS, the granting of the requested special permit <br />subject to certain conditions has been recommended by the city <br />planning staff in a report dated December 12, 1979, and by the <br />City Planning Commission by majority vote recorded on February <br />12, 1980; now, therefore, be it <br /> <br /> RESOLVED by the Council of the City of Charlottesville, <br />Virginia, that: <br /> <br /> (1) The City Council finds and declares that the primary <br /> existing and proposed uses of the subject property <br /> have been and will be as a private, non-commercial <br /> recreation facility for group use, and that office, <br /> retail and other activities which have occurred and <br /> will occur thereon are secondary and incidental <br /> to such primary use. <br /> <br /> (2) The City Council further finds and declares that the <br /> requested special permit: <br /> <br /> (a) Would not alter the character of the R-1 DistriCt <br /> in which the property is located through excessive <br /> increases in traffic, vehicular parking, .dust, <br /> <br /> <br />
