Council took no action as it'had
already considered both recommendations and had adopted neither.
The resolution appropriating $100,000 for the Fuel
Assistance Program which was offered at the meeting of the
Council on April 3, 1980, was adopted by the following vote.
Ayes: Mr. Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood, Mrs. O'Brien.
Noes_: None.

On motion by Mrs. O~Brien, seconded by Mr. Albro, the

following resolution was unanimously adopted.

WHEREAS, a private citizen has donated to the City, for
the benefit of the Community Attention Home program, twelve
shares of the common stock of the Quakertown National Bank,
Quakertown, Pennsylvania; and

WHEREAS, Council has been advised that such shares may
be sold for $80.00 per Share, which represents their current
fair market value; now, therefore, be it

RESOLVED by the Council of the City of Charlottesville that

1. The City Treasurer is hereby authorized to sell such
shares of stock.

2. The proceeds of such sale shall be credited to the
Community Attention Fund and are hereby appropriated in equal
shares to expenditure accounts 19-11010-4605 and 19-11020-4605
for the operation of the Boys' and Girls' Attention Homes.

3. The Mayor shall express to the donor the City's
gratitude for her generous gift to the Community Attention Homes.

Mr. Cole Hendrix, City Manager, presented a memo from

Mr. Guy Agnor, County Executive for the County of Albemarle,
recommending that Council accept the General Service Administration's
offer of $49,257.60 per Fear for the lease on space in the
Market Street Library building. Mr. Hendrix endorsed this
recommendation, pointing out that the amount offered is the
maximum that GSA is able to provide in rent. Although the
proposal made by the City and County was 119,394 per year, Mr.
Hendrix feels that negotiations can go no further and it is
to the City's advantage to accept and begin collecting rent for
the space.

Council unanimously approved the following resolution.

BE IT RESOLVED by the Council of the City of Charlottesville,
Virginia, that th'e City Manager is hereby authorized to execute
on behalf of the City the following document in form approved
by the City Attorney:

Lease with the General Services Administration for
Federal court space in the Market Street Library
building.

A copy of such document shall be kept on file with the
minutes of the Council meeting at which this resolution
was adopted.

Mrs. O'Brien suggested that a letter be added to the

contract urging the GSA to use all possible speed in locating
new quarters for the Federal Court. On motion by Mr. Albro,
seconded by Mr. Gatewood, this suggestion was unanimously
approved.

An ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN
SECTION 31-16 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976,
AS AMENDED, AND TO ADD A S~CTION 31-33.1, THE AMENDED AND NEW
