Virginia Grimes from the Senior Center spoke of the <br /> favorable reception the Extension Service agents had <br /> received at the center and how much people at the center felt <br /> they had benefited from the agencts' assistance, She cited <br /> the nutrition services as being of special value, <br /> <br /> Richie Milnor spoke in favor of funding the Extension <br /> Service, saying he had received considerable help from an <br /> agent for .his lawn, shrubs and insect control problems. He <br /> feels it is a needed and used community service. <br /> <br /> Betty Cooper, a member of the gardening class given by <br /> <br /> the Extension Service, feels there is an increased need for <br /> information and services of this nature as more people turn <br /> to home food production to save money. <br /> <br /> Boyd Tinsley, a Charlottesville High School sophomore, <br /> <br /> spoke of the Office on Youth as an effective help for <br /> adolescents. He is a member~of the Youth Advisory Board and on <br /> the Youth Services Council. He wants to see more adolescents <br /> made aware of the services available to them and feels the <br /> Office on Youth can accomplish this. <br /> <br /> David Gordon of the Charlottesville City Police Department <br /> spoke in favor of the 9.5% pay increase for city employees. <br /> <br /> Jean Minehart, a parent of four children in the school <br /> system, urged Council to fully fund the school board budget. <br /> She encouraged CounCil to think of the increased amount not in <br /> terms of a cost-of-living increase for teachers but a <br /> deserved recognition of their professionalism; she feels that <br /> teachers have long been underpaid. <br /> <br /> Steve O'Neill-of the YMCA Youth Employment Service urged <br />Council to fund the Y.E.S. program, saying it was a meager <br />investment to make to enable young people to get jobs. He <br />stated that more than 200 teenagers received the service <br />last year and 61% of those finding jobs were City residents. <br />He said that unemployment was one of the most critical needs <br />of young people and he would like to see the City do its share <br />to help in this fight. <br /> <br /> David Rothwell, a member of the YMCA Board of Directors, <br />spoke in favor of funding the Youth Employment Service. <br /> <br /> Francis Fife, Chairman of the Planning District Commission, <br />requested that Council fund the. Commission the additional $1,950 <br />(or 30C/head); he stated that Nelson,~ Louisa and Albemarle Counties <br />have all agreed to this level of funding and Greene County, despite <br />its present financial difficulty, has agreedlto 25c/head funding. <br />He said that Charlottesville's share has declined each of the <br />last three years ($12,450 for 1978-79; $10,375 for 1979-80 and <br />$9,750 for 1980-81) and termed this slow starvation. Mr. Fife <br /> <br />referred to Charlot~esville's past leadership in the Planning <br />District and sta~e~ he feared the other counties would back down <br />in their support if they perceived a lessening of support from <br /> <br /> <br />
