/ <br /> 252 <br /> <br />this Council. <br /> <br /> Ernest Larsen urged Council to get assurances from the <br /> <br />Federal government before committing money to the proposed <br />transit system improvements. He felt the $65,00.0 proposed <br />allocation for the softball lights was a blow against energy <br />conservation and urged that the money be used instead for the <br />$50,000 bicycle trail expenditure that was deleted from <br />the budget. <br /> <br /> Dr. Richard Edlich, Director of Emergency Medical Services <br /> <br />and Medical Director for the E,M.S, Council, asked that Council fund <br />the E.M.S. Council for $3,500, citing the many community <br />benefits derived from the council's work. Amongother achievements, <br />he mentioned that the council had developed a medical treatment <br />protocol for hospitals and rescue squads and a radiation treatment <br />plan that is unique in the country; both these plans have become <br />state~wide models for community medical treatment plansl~ He <br />alsO mentioned the E.MoS. Council's development of a shock <br />trauma program, a poison preventionplan, comprehensive treatment <br />for rape victims and Cardiac treatment plans. He speculated <br />that there would be no central forum for review of grants to <br />rescue squads, lack-of centralized services and treatment plans <br />and a lack of coordination for the 9.11 emergency number if the <br />E.M.S. CoUnCil disbanded. <br /> <br /> Lionel Key congratulated Council on their budget-cutting <br /> measures so far and mentioned he would also like to see the <br /> following cuts: $97,000, Economic Development.; $32,000, Citizens' <br /> Assistance; $41,000, RSVP; 20% cut in data processing. <br /> <br /> William S. Johnson spoke in favor of the school board <br /> <br /> budget. He has three children in the schOol system and is the <br /> husband of a teacher. He said he is not worried about the system <br /> now but wonders what it will be like in three years when his <br /> youngest child enters school. He thinks the City will lose some <br /> of its best teachers and chided Council for undervaluing City <br /> teachers. <br /> <br /> The public hearing was adjourned and Council went on to <br /> discuss final budget proposals. <br /> <br /> Mr. Buck moved to reinstate the original 9.5% pay increase <br /> for City employees and Mrs. O'Brien seconded the motion. The <br /> motion was defeated by the folloWing vote. Ayes-: Mr. Buck, Mrs. <br /> O'Brien. Noes: Mr. Albro, Mr. Brunton, Mr. Gatewood. <br /> <br /> On motion by Mr. Buck, seconded by Mrs. O'Brien, Council <br /> reinstated $14,717 for the VPI&SU Extension Service by the <br /> following vote. Ayes: Mr. Albro, Mr. Brunton, Mr. Buck, Mrs. <br /> O'Brien. No: Mr. Gatewood. Mr. Albro requested that the Extension <br /> Service report a plan for coordination with the County office <br /> by July 1. <br /> <br /> On motion by Mr, Buck, seconded by Mrs. O'Brien, Council <br /> defeated a motion to add $5,000 for the M~A..C.A.A. Children's <br /> <br /> <br />
