<br />~.~: ~.~. ~g~ Hendrix, City Manager, ~urged Council to consider phasing
<br /> out the City's dependence on revenue sharing funds by using some
<br /> of the savings this year for that purpose rather than for a tax
<br /> cut; he suggested a 3¢ reduction in the tax rate and another 3¢
<br /> used to supplememt revenue sharing funds. Mr. Albro moved to
<br /> reduce the tax rate to $1.09, saying he believed the savings
<br /> should be passed directly to the taxpayers, Mrs. O'Brien made
<br />
<br /> a substitute motion of $1.11, saying she thought politics shouldn't
<br /> overtake wise management of the budget. Mr, Buck seconded
<br />
<br /> Mrs. O'Brien's motion, saying that a more gradual and balanced approach
<br /> is needed instead of sharp fluctuations every year. Mr. Gatewood
<br /> remarked that savings for revenue sharing purposes should be part
<br /> of the staff recommendations next year and that current savings
<br /> should be passed on to the taxpayers. Mr. Brunton proposed a
<br /> compromise of $1.10. On motion by Mrs. O'Brien, seconded by
<br /> Mr. Buck, Coluncil adopted the $1.10 amendment by the following
<br /> vote. Ayes: Mr. Brunton, Mr. Buck, Mrs. 0'Brien. Noes: Mr.
<br /> Albro, Mr. Glatewood. The ordinance entitled "AN ORDINANCE TO
<br /> ESTABLISH THE ANNUAL TAX LEVY ON VARIOUS CLASSES OF PROPERTY
<br />
<br /> FOR THE PAYMENT OF INTEREST AND RETIREMENT OF THE CITY DEBT, FOR
<br /> THE SUPPORT OF THE CITY GOVERNMENT AND CITY SCHOOLS, AND FOR
<br /> OTHER PUBLIC PURPOSES," which was offered at the meeting of the
<br /> Council on April 7, was adopted by the following recorded vote.
