Brunton, Mr. Buck, <br />Mr. Gatewood~ Mrs, O'Brien. Absent: None, <br /> <br /> Approval of the minutes of 'the May 19 meeting was <br /> <br />d~ferred for amendments, <br /> <br /> Mr. Leroy R. Hamlett, ~r., Chairman of the Electoral Board, <br />requested an appropriation~f $6,588,10 to cover expenses of the <br />Board for the remainder of ~he year. He provided Council members <br />with a memorandum detailing the various needs for the funds and <br />explained that several factors contributed~to the need for <br />additional funds: advertising and notification expenses incurred <br /> <br />in moving a precinct from La <br />filing requirements by the S <br />of printing~ advertising, si <br /> <br />ne High School to Rose Hill Drive; new <br />rate Board of Elections; increased costs <br />gns and travel; mandated election workshop <br /> <br />expenses; additional registration sites and hours. On motion by <br />Mrs. O'Brien, seconded by M~, Gatewood, the proposed appropriation <br />was offered and carried over! to the next meeting for consideration. <br /> <br /> Mr. William S. Johnson requested that Council re-appoint <br /> <br />Ms. Alicia Lugo to the School Board when her term expires this <br />month and replace Rev. Hailes, another outgoing black member, <br />with a black appointee. He attributed recent improvements in <br />testing scores for black children to the presence of black <br />members on the School Board and elaborated on the need for <br />representation of the blaak community on the School Board. <br />EnCouraging CoUncil to continue their recognition of this <br />need for black representation, he pointed out that educational <br />change takes time and that improvements for the black community <br />may be slowed unless black ~epresentation continues. He <br />commended the work of Ms. Lugo on the School Board and thanked <br />Council for their past support. <br /> <br />Mr. Bob Stripling, Assistant City Manager, presented~he <br />staff's proposal to provide transit service to Carruthers Hall <br /> <br />when it opens and q ' . <br /> asked Cou cils approval of the proposal <br />Projected opening of Carrut~~ers Ha' 11 is fall, 1980., the staff <br />proposes to use existing routes to provide a cost-effective <br />transit alternative to the University for this service. The <br />proposal is in compliance with r~commendations made by the <br />Transit Advisory Committee that existing transit providers <br />offer services for new routes to keep costs down. The City <br />would be providing transit service on these routes anyway <br />and revenue gained through this contract would be in addition <br />to expected revenue along these routes; additional incurred <br /> <br /> <br />
