265 <br /> <br />Appointments re: <br />Retirement Planning <br />Commission <br /> <br />Presentation re: <br />TJPDC Criminal <br />Justice Plan <br /> <br />Presentation re: <br />Emergency Services <br />Study & House Bill <br />1020 (Social Develop- <br />ment Commission) <br /> <br /> On motion by Mrs. O'Brien, seconded by Mr. Buck, the following <br /> resolution was unanimously adopted. <br /> <br /> WHEREAS poisoning is the fourthmost frequent cause of <br /> accidental death in the United States, with children constituting <br /> almost ninety percent of poison victims; and <br /> <br /> WHEREAS it has been shown that effective poison control <br /> centers can reduce hospital admission due to poisoning by forty <br /> percent and health care costs due to poisoning by forty to sixty <br /> percent~ and <br /> <br /> WILE_PEAS the Blue Ridge Poison Center at the University of <br /> Virginia. providea24~kour emergency advice and poison information <br /> to all residents in th~ western, half of the Stake of Virginia; and <br /> <br /> WHEREAS the Virginia General Assembly has recognized and <br /> supports the Poison.Control Centersat the University of Virginia <br /> and the Medical College of Virginia who have established a <br /> coordinated program in order to Cacllitate the development of a <br /> computerized network of r~gional poison control centers; now, <br /> therefore, be it <br /> <br /> RESOLVED by the Council of the City of Charlo-tesville that <br /> the Blue Ridge Poison Center of the University of Virginia Medical <br /> Center is endorsed and supported'and that the Council joins in <br /> designating the week of June 1-7, 1980, as Poison Prevention Week <br /> to the end that all residents of this area be made aware of this <br /> service and be encouraged to utilize the services of the Poison <br /> Control Center when necessary, so that injury and death from <br /> all poisonings may be reduced and avoided. <br /> <br /> Ms. Gail Comras of the Belmont Neighborhood Association <br /> <br /> read a prepared statement adopted by the association opposing <br /> the low-income rental housing project proposed by the Michaels <br /> Development Company to be located in the Belmont area. A copy <br /> of the statement was furnished to Council and is kept in the <br /> file for this Council meeting. <br /> <br /> On motion by Mr. Albro, Mrs, David Gordon of the Charlottesville <br />City Police Department was unanimously-approved as a new appointee <br />to the Retirement Planning Commission to replace Mr. Mannie Norford. <br />On motion by Mr. Buck, Mr. Eugene German was unanimously approved <br />as a new appointee to the Retirement Planning Commission to replace <br />Mr. Sidney Rush. <br /> <br /> Mr. Steven Blair presented the Thomas Jefferson Planning <br /> <br />District Commission Criminal Justice Plan which he authored. He <br />asked Council to approve the plan in order that the Planning District <br />Commission can qualify for the funds needed for the programs <br />proposed in the plan, which are: police/ deputy training, crime <br />prevention plan, recreation office £or the Joint Security Complex, <br />public drunkenness plan, victim witness program, youth division <br />program, runaway program and. the minibike program (YMCA). Mr. <br />Blair stated that all the member counties has approved the plan, <br />as well as the Planning District .Commission itself. On motion by <br />Mrs. O'Brien, seconded by Mr. Buck, -Council unanimously approved <br />the plan as presented, a copy of which is kept in the file for <br />this meeting. <br /> <br /> Ms. Virginia Schatz of the Social Development Commission and <br /> <br />Ms. Daniela Alexander, Social Planner with the City of Charlottesville, <br />presented the Emergency Services Study and a report on House Bill <br /> <br />1020. The Emergency Services Study includes a description of presently <br />available emergency services, survey data collected by local agencies, <br />a discussion of current unmet needs and a list of recommendations <br />developed by the Emergency Services Task Force.
