266 <br /> <br />included the establishement of a centralized emergency phone number <br />(911), creation of a Coordinating Council on Emergency Services <br />and development of emergency housing o~tions within the community. <br />Mrs. O'.Brien expressed her concern that the County be included in <br />the implementing of these recommendations, since County areas <br />will be affeCted by emergency services plans. Mr. Buck suggested <br />that Council request the Mayor to present the study to the <br />Board of Superviaora, with the Social Development Commission <br />making a similar presentation to the Board, and to request that <br />the County join with the City in forming the Coordinating Council <br />on Emergency Services and implementing the recmmmendations <br />containedin the study, Mayor Brunton and the Social Development <br />Commission representatives agreed to do this. <br /> <br /> Ms. Schatz presented the CommissiOn's report on House Bill <br /> <br /> 1020, which included the recommendations for forming an Office on <br /> Youth as follows: (1) that the~Office on Youth should be located <br /> under the auspices of an existing umbrella agency; (2) that Family <br /> Services, Inc~, should act as the umbrella agency; (3) that the <br /> planning and evaluation functions should be contracted out by <br /> the Office on Youth to the Department of Community Development; <br /> (4) that the City of Charlottesville contribute a share of <br /> $3j000 in new cash and $3,037 in planning assistance from the <br /> Department of Community Development; (5) that the board for the <br /> Office on youth should~be a jointly appointed body (by City <br /> and County). composed of nine specified members. Cathy Bodkin, <br /> Director of Family Services, Inc~, was present and reported that <br /> the Family Services Board of Directors agreed with this arrangement. <br /> Mr. Albro wondered whether the new Office on Youth would effectively <br /> coordinate youth services and effect economies; Ms. Schatz responded <br /> that the Social Development Commission felt very optimistic that the <br /> program as planned would be effective and stated that the services <br /> are very needed. Mrs. O'Brien expressed concern that the planning <br /> and evaluation functiona should be delegated to the Planning District <br /> Commission rather than the City Community Development Department, <br /> since jurisdictions other than the City itself are involved. She <br /> suggested that the Social Development Commission discuss~this <br /> aspect of the proposal with the County Board of Supervisors and <br /> come baCk to Council with their reaction and suggestions. Mr. <br /> Gatewood mOved that Council accept the recommendations as <br /> presented and Mr. Albro seconded the motion. Mrs. O'Brien amended <br /> the motion to assign the planning function to the Planning District <br /> Commission but the amendment died for lack of a second. Mr. Buck <br /> suggested a condition to Mr. Gatewood's motion to provide for an <br /> evaluation of the program at the end of the first 3 months and <br /> Mr. Gatewood and Mr. Albro accepted this condition. Council <br /> unanimously approved the motion. On motion by Mrs. O'Brien, seconded <br /> by Mr. Buck, an appropriation of $3,000 for the Office on Youth <br /> was offered and carried over to the next meeting for consideration. <br /> <br /> <br />
