Presentation re: <br />Ridge Street <br />Highway Project <br /> <br />Staff report re: <br />911 System <br /> <br />Staff report re: <br />Subsidized housing <br />proposal <br /> <br />Staff report re: <br />Starr Hill Project <br /> <br /> Mr. Cole Hendrix, City Manager, introduced Mr. Don Wagner <br /> from the State Highway Department who presented Council with <br /> information about the Ridge-Street Highway Project. Mr. Wagner <br /> reported that the present bridge does not meet current requirements <br /> of a minimum of 23 feet of clearance but needs an elevation of <br /> another 5 feet. To extend the approaches and meet this elevation <br /> requirement would' mean insurmountable difficulties with entrances <br /> to the fire station and the bus station as well as considerable <br /> damage to ~other properties on the street. The Highway Department <br /> recommends moving the existing bridge 65 feet to the east, which <br /> would require the destruction of 2 houses and cun through the <br /> proposed midway site. He stated that any alternative to this <br /> problem would involve destruction of adjacent property but is <br /> needed to provide future access to the central part of the City. <br /> Mrs. O'Brien questioned the safety of the present bridge and <br /> <br /> Mr. Wagner said the Department is currently conducting an engineer- <br /> ing study to evaluate the bridge's safety and estimate the expected <br /> life of the bridge; he expects these results to be available in <br /> the near future. <br /> <br /> Mr. Hendrix referred Council to his memo giving the dollar <br /> allocations for street and highway projects for 1979-80: Preston <br /> Avenue, $26[,000; Hydraulic Road, $245,000; McIntire Road, <br /> $50,000; intersection improvements, $300,000. Tentative <br /> allocations for 1980-81 are: Hydraulic Road, $300,000; inter- <br /> section imp]ovements, $300,000; Ridge Street, $100,000. <br /> <br /> Mr. Hendrix asked Council's approval to appoint a task <br /> <br /> force to co~sider implementation of the 911 system and, <br /> <br /> assuming ap royal, Chief Bowen, Chief Johnstone and Sheriff <br /> <br />Bailey would work with the County's architect regarding establish- <br />ment of the central law enforcement dispatch center in the <br />County's new office building. The Committee would provide <br />Council with a final report to enable Council and the Board <br />of Supervisors to make a decision about the project. On motion <br />by Mr. Buck, seconded by Mr. Albro, Council unanimously <br />approved these recommendations. <br /> <br /> Mayor B~unton announced tha~ .this item has been postponed at <br />the request pf the presentor. <br /> <br /> Mr. Sat ~endra Huja, Director of Community Development, <br />reviewed the objectives and status of the Starr Hill Neighborhood <br />Project. The objectives are: (1) helping present residents; <br />(2) improving the residential environment; (3) improving the <br />appearance of the West Main Street business area; (4) assisting <br />present businesses. Mr. Huja noted the following accomplish- <br />ments of the program so far: (1) increase in optimism in the <br />Starr Hill community due to the revitalization of the area; <br /> <br />(2) approximately 1,000 feet of new sidewalks have been constructed; <br />(3) about 90% of landscaping on Main Street is completed; <br /> <br />(4) the free paint program has been implemented with 24 structure <br /> <br /> <br />
