278 Resolution re Establishing an Office on Youth Ordinance re: Amending and reordaining Sections 9-1, 9-3, 9-10 and 9-12 relating to erosion and sediment control exemptions Ordinance re: Amending Chapter 25 relating to sidewalk cafes Ordinance re: Amending Section 24-2 relating to calculation of sewer service charges City planning staff were correct in recommending the special permit and would vote accordingly. The motion by Mr. Buck, seconded by Mrs. O~Brien, to deny the request for a special permit was adopted by the following vote. Ayes: Mr. Buck, Mrs. O'Brien, Mr.. Albro. No~ Mr. Gatawood. Abstaining: Mr. Brunton. Mayor Brunton reported that Mr. Fishers, Chairman of the Albemarle County Bo~d of Supervi'sors, would welcome a report to the Board by the Social Development Commission concerning the Office on Youth and felt the Board of Supervisors would support the City~s actions with only minor changes, if any. On motion by Mr. Albro, seconded by-Mr$~ O~Brien, Council unanimously adopted the following resolution: WHEREAS the City Council of th~ City of Charlottesville, Virginia,~is supportive of the establishment of an Office on Youth 'and Youth Citizens~'Board~'that will foster wholesome youth development and the prevention of juvenile delinquency; and WHEREAS the City is desirous of establishing and sponsoring a YouthCitizensBoard which will serve as a governing board for an Office on Youth to identify, develop and provide comprehensive, integrated youthservices and a delinquency prevention program; now~ therefore, be it RESOLVED that the City Couneil of Charlottesville will jointly appoint with the Albemarle County Board of Supervisors a nine (9) member citizens board to identify, plan and coordinate services for youth and to oversee the functions .of the Office on Youth. This board shall be composed as follows: a. 1 representative from the-board of Family Services, Inc.; b. 1 representative from the Youth Board; c. 2 representatives from the Youth Services Council~ d.22 citizens-at-large from the City; e. 2 citizens-at-large from the County; and f. 1 representative from Information and Referral Service of United Way. BE IT FURTHER RESOLVED that the present board of Family Services, Inc., shall function as the Youth Citizens Board until the time the above board is appointed by the City of Charlottes- ville .and the County of Albemarle. BE IT FURTHER RESOLVED that the City of Charlottesville is committed to paying its locaI'share for the first year of $6,037.00 for operation of the Office on Youth; of the local share, $3,000.00 will be in new cash and $3,037.00 will be in the form of already budgeted staff time. An ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTIONS 9-1, 9-3, 9-10 AND 9-12 OF'THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, RELATING TO EXAMPTING EXPLORATION ON DRILLING FOR OIL AND GAS FROM EROSION AND SEDIMENT CONTROL AND MAINTAINING APPROPRIATE CONSERVATION ACTION" which was offe=ed at the meeting of Council on May 19 was adopted by the following vote. Ayes: Mr. Alb=o, Mr. Brunton, Mr. Buck, Mr. Gatewood, Mrs. O'Brien. Noes: None. An ordinance entitled "AN ORDINANCE TO AMEND CHAPTER 25 OF THE CODE. OF THE CItY OF CHARLOTTESVILLE, 1976, BY ADDING SECTION 24-28.1 RELATING TO SIDEWALK CAFES" which was offered at the meeting of Council on May 19 was adopted by the following vote. Ayes: Mr. Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood, Mrs. O'Brien. Noes: None.
