808 <br /> <br />Appropriation re: <br />$39,214 Bicycle <br />safety grant <br />(2nd reading) <br /> <br />Appropz~.ation re: <br />Changes in DDBG <br />accounts <br />(2nd reading) <br /> <br /> Ms~ Annie Poindexter of the Ridge Street Neighborhood <br /> <br />Association asked for sidewalks on Ridge Street. <br /> Mr. Ed Henderson of 29 University Circle spoke for the <br />University Circle Neighborhood Association and presented a <br />petition~from the neighbOrhOod asking for repairs to the University <br />Circle sidewalks. <br /> Mr. Michael BeVier~President of the Venable Neighborhood <br />Association, spoke in favor of RUgby Road sidewalks. <br /> Mr. Brian Schampht of Yorktown Drive urged the Council <br /> to personally view the locations on the priority lists; he noted <br /> that terrain factors are not in the criteria list. He urged <br /> consideration of str-ets .like DiCe Street that have no sidewalks <br /> hefore streets,like Rugby ROad that already have one existing <br /> sidewalk. He also offered the suggestion to realize that the <br /> priorities are virtually set by the neighborhood associations <br /> that may not entirely represent the wishes of the residents in <br /> various City areas. <br /> <br /> Mr. John Mars~on of Barracks/Preston/Rugby Neighborhood <br /> Association spoke-in favor of ~e Rugby Road project. <br /> <br /> Dr. Read spoke in favor of the Dairy Road project as a way <br /> <br /> to reduce vehicular traffic because it is a major link with the <br /> high school. He requested that the priority On this project <br /> be raised. <br /> <br /> Mr. Francis Fife of Cherry Avenue asked Council to consider <br /> avoiding encroachments~on sidewalks~(telephone poles, wires, <br /> cars overparking, etc~) which r.educe their effectiveness. <br /> <br /> Ms. Kay Peaslee of Burnley Avenue said she thought the amount <br /> <br /> of money budgeted for sidewalks each year is entirely too small. <br /> She pointed out that the City spends $53,000 per year on cemetery <br /> maintenance and that the~City should spe~d more on sidewalk <br /> improvements. <br /> <br /> Council took the co~ents made by the public under consideration. <br /> The appropriation of $39~214 for a Bicycle Safety Grant which <br /> was offered at the meeting of Council on August 4 was adopted by <br /> the following vote, Ayes: Mr. Albro, Mr. Buck, Ms. Gleason, Dr. <br /> Mall. Noes: None~ Mr. Conover was absent during the vote. <br /> <br /> The following appropriation resolution which was offered <br /> <br /> at the meetin ~f Council on"August 4 was adopted by the following <br /> vote. AyeS: Mr~ Albro, Mr. Buck, Mr. Conover, Ms. Gleason, Dr. <br /> Hall. Noes: None. <br /> <br /> WHEREAS this Council has previously appropriated certain <br /> sums of money for =~pecifi¢ projects to be funded in each of the <br /> preceding five years under the 'Federal ~ommunity Development <br /> Block Grant (CDBG) Program; and <br /> <br /> WHEREAS certain of these appropriations have proven inadequate <br /> to complete'the projects for which ~hey were designated, while <br /> others have proven larger than necessary; and <br /> <br /> <br />
