317 <br /> <br />Resolution re: <br />Endorsing CASE <br />campaign <br /> <br />Resolution re: <br />Establishing <br />sidewalk priorities <br /> <br />On motion b~ Ms. Gleason, seconded by Mr. Albro, Council <br /> <br />approved the following resolution by the following vote. Ayes: <br /> <br />Mr. Albro, Mr. Buck, Mr, Conover, Ms. Gleason. Noes: None. <br /> <br />Absent: Dr. Hall. <br /> <br /> WHEREAS the Charlottesville City Council recognizes the <br />severity of our natzonc~s~energy crisis and the need to encourage <br />immediate, positive actions to battle the problems of high energy <br />aosts and dwindling fuel supplies; and <br /> <br /> WHEREAS the Council recognizes the importance of personal, <br />self-help efforts to overcome problems which have not been solved <br />through national policy nor can afford to wait'for long-range <br />solution; and <br /> <br /> WHEREAS the residents of Charlottesville have traditionally <br />demonstrated their high level of participation and involvement in <br />community betterment pro~ets; and <br /> <br /> WHEREAS ACTION~has recognized Charlottesville as one of eighteen <br />communiti~§~nation~ide that .has the capability and commitment to prove~ <br />that citizen efforts can make a difference with the energy crisis; now, <br />therefore, be it <br /> <br /> RESOLVED '~hat~:~tha Council of the City of Charlottesville, Virginia, <br />herebY endorse the Charlottesville~Action to Save Energy (CASE) campaign <br />and encourage all Charlottesville citizens to initiate low=cost/no-cost <br />energy conservation measures as promoted by CASE. In this spirit, the <br />Council officially declares October, 1980, as "Charlottesville Action <br />to Save Energy Month." <br /> <br />Staff provided Council with some additional information about <br /> <br />costs associated with the sidewalk projects recommended by the Planning <br />commission and discussed at the public hearing on August 18. The <br /> <br />Rugby Road project, from Gordon to Grady Avenues, will cost about <br /> <br />$12,000; the Brandywine Drive segment about $19,000; and the Dice <br /> <br />Street sidewalk about $14,000. Mr. ~Conover suggested that Stadium <br />Road sidewalk funding should be negotiated wi~h the University to <br /> <br />determine if they would contribute funds to the project. ~ After <br />so~e lengthy discussion and attempts to amend the priority list to <br />express! the desire to negotiate with the University, Council agreed <br /> <br />to leave the priority list essentially as it was recommended by <br /> <br />th <br /> <br />Planning Commission with the following changes: (1) Rugby Road <br />~ld have a sidewalk constructed between Gordon and Grady Avenues; <br /> <br /> the City would negotiate with the University to obtain a 50/50 <br /> <br />re for the funding of the Stadium Road project, which would <br />2end from Emmet Street to Maury Avenue; (3) the four locations <br /> <br />of priority #4 would be referred to the Planning Commission for <br /> <br />further discussions with the Belmont Neighborhood Association regarding <br /> <br />their assessmenn of whan sidewalks are needed in that area of <br /> <br />Ch~ <br /> <br />wa: <br /> <br />re( <br />COI <br />pI~ <br /> <br />~rlottesville. With these changes, the following resolution <br /> <br />unanimously adopted. <br /> <br />WHEREAS the Planning Commission and City staff have made <br />ommendations for setting priorities for the construction of <br />~unity sidewalks, based upon criteria set forth in the comprehensive <br />m; and <br /> <br /> WHEREAS such criteria and proposed priorities were the subject <br />of a public hearing on August 18, 1980; now, therefore, be it <br /> <br /> RESOLVED by the Council of the City of Charlottesville, Virginia, <br />that the following sidewalk construction projects are hereby <br />de[ermined to receive top priority for expenditure by the City: <br /> <br />Rugby Road - east side, 1 segment of approximately 350 feet <br />from Gordon Avenue to. Grady Avenue <br /> <br />Stadium Road - south side, approximately 2000 feet from Emmet <br />Street to Maury Avenue, but not ruling out possibility for <br />north side. The City will seek a contribution from the University <br />of Virginia for this project. <br /> <br /> <br />
