Appropriation re:
$5,700 Transit
service

Discuss re:
Worksession schedule

Staff report re:
Hotel developer

business school, as well as McCormick and hospital workers,
who leave work at 5:00 p.m., he explained that the best alternative
for accommodating the petitioners who work at the University
hospital is to add an additional bus during rush hour, providing
half hour headways on the 5B route. This alternative will cost
approximately $4,700 for the remainder of the year, some of which
will be offset by the UMTA grant. Mayor Buck asked if this were
a unique situation or if Council could expect additional petitions
with similar complaints. Mr. Ootie Wade, Transit Manager, responded
that this was a unique situation as it is the only route not
presently served with half hour headways. Mrs. Phyllis Hogshead,
speaking for the petitioners, asked whether the additional bus
would be conditional or a regular part of the service. Mayor
Buck responded that it would be no less conditional than the
other transit services and routes. Mr. Wade stated that riders
would be notified through the newspaper and by handouts on the
buses. Mr. Craig Sarazin asked whether this new could not be
on schedule for two hours between 4:00 p.m. and 6:00 p.m.,
stating that he left work later than the other petitioners. Mr.
Wade estimated that the additional hour of service would cost
approximately $1,000. Mrs. Dorothea Evans asked Council to be
aware of those, like herself, who do not work full-time and
therefore whose hours do not conform to the usual workday. Mr.

Jay Allen Hightman, Jr., spoke of his difficulties with the transit
system in commuting to and from Piedmont Virginia Community
College.

On motion by Mr. Conover, seconded by Mr. Albro, Council
unanimously approved the alternative of placing an additional

bus on Route 5B for two hours during the evening rush hour. On

motion by Mr. Conover, seconded by Mr. Albro, the following

appropriation was offered and carried over to the next meeting

for consideration:

BE IT RESOLVED by the Council of the City of Charlottesville,
Virginia, that the sum of $5,700.00 or as much thareof as may be
required for the remainder of the current fiscal year is hereby
transferred from the unappropriated balance of the General Fund
to the Transit Fund and appropriated to expenditure account
15-11010 to provide additional afternoon rush hour service on Route
5B of the Charlottesville Transit Service.

Mr. Hendrix discussed with Council the schedule of worksessions
for the coming months,

Mr. Bob Stripling, Assistant City Manager, presented a staff
report on the search for a hotel developer for the Vinegar Hill
proposed hotel and conference center. He recommended that Council
execute an agreement with Mr. Charles B. Bland and Mr. Stanford

L. Hoye, who are presently doing a very similar project in Carbondale,
Illinois. A copy of a proposed agreement was furnished to Council
and discussed. Mr. Conover stated that he may have a conflict of
interest 'and, ~hile investigating the conflict, he would abstain
