Regular session <br /> <br />Ap_proval of minutes <br /> <br />Staff report re: <br />Zoning inJpection <br />program in U.Va. <br />neighborhoods <br /> <br /> increase City revenues from property taxes and improve employment <br /> prospects for neighborhood residents, <br /> <br /> Mr. Lionel Key spoke in opposition to the grant application. <br /> He stated his belief that the grant would increase the government <br /> payroll at the taxpayers~ expense and would constitute another <br /> government hand-out. <br /> <br /> Mr. Hendrix stated that the City employed one full-time <br />employee to work on the current Starr Hill grant and that person <br />would likely carry over to the Fifeville grant if it is received. <br />This job position is tied to the grants and would end when the <br />grant ia over, <br /> <br /> Mr. Bill Potapchuk of 2305 Fonteyn Avenue addressed Council <br />on the subject of discrimination in housing in Charlottesville. <br />He reminded Counci~l that if the grant monies are received, the <br />City will obligate itself to ensure fair housing access to all <br />tenants and buyers:. He cited instances of blatant housing <br />discrimination based on race in Charlottesville and asked Council's <br />consideration for the establishment of a Fair Housing Program <br />in the City to educate tenants and buyers to their rights and <br />investigate instances of alleged discrimination. <br /> <br /> On motion by Dr. Hall, seconded by Ms. Gleason, Council <br /> <br />unanimously approved the grant application. <br /> On motion the meeting adjo~n~ed..~~ <br /> <br /> Clerk President <br /> <br />COUNCIL CHAMBER - MONDAY, DECEMBER 1, 1980 <br />Council met in regular session on this date with the following <br />members present: Mr. Albro, Mr. Conover, Ms. Gleason, Dr. Hall. <br />In Mayor Buck's absence, Vice Mayor Gleason presided. <br /> <br /> On motion by Mr. Conover, seconded by Mr. Albro, the minutes <br />of November 17 were unanimously approved as presented. On motion <br />by Dr. Hall, seconded by Mr, Albro, the minutes of November 24 were <br />unanimously approved as presented, <br /> <br /> Mr. Cole Hendrix, City Manager, reported to Council that, as <br />part of the City'slresponse to the U,Va. Neighborhood Study, the <br />inspections staff has completed 36 inspections in the Jefferson <br />Park Avenue neighborhood, yielding 5 violations; four of these <br />have been corrected and the fifth is in the process of being <br />corrected. These inspections are to determine violations of the <br />zoning requirement in R-1 and R-2 zones that no more than four <br />unrelated persons share the same dwelling unit. Mr. Hendrix <br />reported that the recent violations were all corrected by making <br />interior renovations in the houses in question to create separate <br />units. He proposed that the City begin an inspection program <br />to take place annually between September 15 and December 15 and <br />comprising random checks by City inspectors two days each week <br />in the four neighborhoods surrounding the University.
