She said the day care center, due to <br />the unsuccessful attempt to launch the Mollie Michie Day Care Center, <br />was in severe financial trouble and in danger of closing. An appropriation <br />of $4,000 is also being sought from Albemarle County. Ms. Diana Gray, <br />secretary of the board, said that the crisis was immediate and that the <br />center ~could probably not continue unless it received some financial <br />relief within a month. Mayor Buck requested that the staff explore the <br />situation with the Barrett Day Care Center board and make a recommenda- <br />tion at the next meeting. <br /> <br /> Mr. A1 Garrett, chairman of the CharlOttesville Development Group, <br />presented the group's three year report to Council, a copy of which is <br />filed with the minutes of this meeting. He requested that Council <br />approve the continuation of the group for an additional three years and <br />authorize quarterly rather than monthly meetings to make it easier for <br />the group to attain a quorum in the summer months. On motion by Ms. <br />Gleason, seconded by Mr. Albro, Council unanimously approved these <br />requests and Mayor Buck commended the group on its excellent work. <br /> <br /> Mr. Darden Towe requested the use of McIntire Park and a waiver <br /> <br /> of customary fees for the 32nd annual Dogwood Festival, to be held <br /> April 14-26, 1981. On motion by Mr. Albro, seconded by Ms. Gleason, <br /> Council unanimously approved the request. <br /> <br /> Ms. Robbie Greenlee, director of the new Step-Up Program, presented <br /> brochures and described the program to Council as a handicapped adult <br /> employment and training program funded through CETA. She asked for <br /> Council's and the community's support for the program. <br /> <br /> Mr. Dave Richardson of McGuire, Woods & Battle requested Council's <br /> approval of an industrial revenue bond issue for the renovation of the <br /> old Kroger facility in the Barracks Road Shopping Center. The proposal <br /> received the approval of the Industrial Bond Authority on December 9, <br /> 1980. On motion by Mr. Albro~ seconded by Ms. Gleason, Council <br /> unanimously a~opted the following resolution: <br /> <br /> WHEREAS the Council of the City of Charlottesville, Virginia <br /> (the Council) has created the Industrial ReVelopment Authority of <br /> the City of Charlottesville (the Authority) pursuant to the Virginia <br /> Industrial Development and Revenue Bond Act to fulfill the purposes <br /> of such Act; and <br /> <br /> WHEREAS the ordinance adopted by Council on July 19, 1~76, <br /> and amended on February 4, 1980, which created the Authority (the <br /> Ordinance) provides that the Authority shall not finance any facility <br /> until the location and financing of such facilitY have been approved <br /> by Council; and <br /> <br /> WHEREAS Section 5 of the Ordinance sets forth certain standards <br /> to be considered by the Authority and the Council in determining the <br /> nature and location of facilities to be financed by the Authority; <br /> and <br /> <br /> WHEREAS the Authority on December 9, 1980, adopted an inducement <br /> resolution agreeing to assist Virginia Real Estate Investment Trust or <br /> its assigns (the Company) in the financing of the renovation and <br /> equipping of retail sales facilities and the construction and equipping <br /> of additions to a restaurant facility in the City of Charlottesville, <br /> Virginia, (the Project) by the issuance of the Authority's industrial <br /> development revenue bonds in an amount estimated not to exceed <br /> $1,100,000; and <br /> <br /> <br />
