Ayes: Mr. Albro, Mr. <br />Buck, Mr. Conover, Ms. Gleason, Dr. Hall. Noes: None. <br /> Council considered on second reading the ordinance entitled <br /> <br /> "AN ORDINANCE CLOSING, VACATING AND DISCONTINUING A PORTION OF <br /> UNOPENED ROCKLAND AVENUE" which was offered for consideration at <br /> the Council meeting on February 2, 1981. After discussion between <br /> the residents of the area and the petitioner, the petitioner Mr. <br /> Frazier Bell agreed to withdraw his request to close that portion <br /> of Rockland Avenue. <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br /> SECTIONS 10-25 ~AND 10-63, AS AMENDED, OF THE CODE OF THE CITY OF <br /> CHARLOTTESVILLE, 1976, RELATING TO PENALTIES AND INTEREST ON <br /> DELINQUENT TAXES" which was offered at the Council meeting on <br /> February 2, 1981, was adopted by the following vote. Ayes: Mr. <br /> Albro, Mr. Buck, Mr. Conover, Ms. Gleason, Dr. Hall. Noes: None. <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br /> SECTION 10-50 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, <br /> RELATING TO EXEMPTIONS FROM UTILITY TAXES" which was offered at <br /> the Council meeting on February 2, 1981, was adopted by the <br /> following vote. Noes: None. <br /> On motion by Mr. Albro'~'~ seconded by Mr. Conover, an ordinance <br /> entitled "AN ORDINANCE AMENDING AND REENACTING THE DISTRICT MAP <br /> ~NcoRPORATED IN SECTION 31-4 OF THE ZONING ORDINANCE OF THE CODE <br /> OF THE CITY OF CHARLOTTESVILLE BY THE REZONING OF PARCELS OF <br /> LAND LOCATED AT THE REAR OF 516 AND 520 LEXINGTON AVENUE AND 509 <br /> AND 513 LOCUST AVENUE" was offered and carried over to the next <br /> meeting for consideration. <br /> <br /> Mr. Hendrix reported that the result of the negotiation <br /> <br /> with P.V.C.C. regarding use of their softball fields for City <br /> league games is that P.V.C.C. agrees and the City would need to <br /> spend $65,000 for provide lighting and fencing for the field. <br /> Mayor Buck asked Mr. Hendrix to request that the County of <br /> Albemarle share this cost on a 50/5Q basis, since County residents <br /> will benefit from the use of the field as well as City residents. <br /> Mr. Conover asserted he felt it was a useful project for the City <br /> to undertake regardless of the County's participation in the <br /> cost. Mayor Buck agreed but suggested that the alternative to <br /> the County's sharing in the cost would be to restrict the use of <br /> the field to City residents. Mr. Hendrix agreed to explore the <br /> question with the County. <br /> Mr. Conover announced that although there was still uncertainty <br /> about whether he has a conflict of interest in the Vinegar Hill <br /> project, he will refrain from participating in the decision on it <br /> as he wishes to avoid any actual or perceived conflict. <br /> <br /> <br />
