402 <br /> <br />Public hearing re: <br />Revisions to HUD <br />Innovative housing <br />grant <br /> <br />Appropriation re: <br />Reprogramming HUD <br />innovative housing <br />grant funds <br /> <br />Presentation re: <br />School Board <br />proposed budget <br />FY 1981-82 <br /> <br />of their project which will attempt to coordinate and standardi-ze <br />the various energy studies done in the area with the purpome of <br />producing comprehensive raw data regarding the consumption of <br />energy in the communities of Charlottesville and Albemarle County. <br />Council declined to endorse the study because of being unfamiliar <br />with it and requested that the group submit a report to the <br />Community Development staff for review before Council considers <br />an endorsement. <br /> <br /> A public hearing was held concerning the proposed revisions to <br />the HUD innovative housing grant which is being used to rehabilitate <br />the 19th and Page'Streets neighborhood, The proposed changes include <br />re-arranging the funds to create a free paint program and homeowner <br />rehabilitation program, both of which have been used in Starr Hill <br />with success. There were no speakers for or against the proposed~ <br />changes in the grant. On motion by Mr, Albro, seconded by Dr. Hall, <br />the following appropriation was offered and carried over to the next <br />meeting for consideration, <br /> <br /> WHEREAS the Council has previously approved the appropriation <br />of a total of $306,000 of federal grant receipts to specified accounts <br />in the HUD innovative housing grant fund; and <br /> <br /> WHEREAS it now appears that portions of the amounts originally <br />appropriated to some of those accounts are not needed for the <br />purposes or activities for which they were designated, and that these <br />unneeded funds should be reappropriated for certain other purposes <br />in connection with this grant; now, therefOre~ be it <br /> <br /> RESOLVED by the Council of the City of Charlottesville, <br />Virginia, that the 'appropriations made to the following individual <br />expenditure accounts in the HUD innovative housing grant fund <br />are hereby reduced by the respective amounts shown and that the <br />balance accumulated in that fund as a result of these reductions <br />is hereby reappropriated to the respective other accounts shown, <br />as follows~ <br /> <br />Account Additional <br />Code Activity or Purpose Reduction Appropriation <br /> <br />22-72010 House bank revolving fund $10,000 $ <br />22-72030 Deferred loans 10,000 <br />22-72070 Homeowner rehab grants 20,000 <br />22-72060 Housing code enforcement 1,000 <br />22-71010 Free paint program 5~000 <br />22-19600 Citizen & neighborhood <br /> <br /> 2,000 <br />22-19700 2~000 <br /> <br />association activities, <br />technical assistance & <br />planning <br />Consultant services <br /> <br />TOTAL <br /> <br />$25,000 $25,000 <br /> <br /> Dr. Richard Jennings~ chairman of the Charlottesville City <br />School Board, presented~to Council the School Board's proposed <br />budget for fiscal year 1981-82. He outlined some of the recent <br />accomplishments of Charlottesville students to illustrate the <br />quality of public education in the City and commented on the <br />main features of the $14,609,633 budget, a 12.8% increase over <br />last year. Council requested that the School Board furnish to <br />the Council at its worksession on March 9 (1) information about <br />the composition of the student body, (2) a memo outlining the <br />differences between the School Board's budget and the superintendent's <br />budget, and (3) a listing of programs that would be cut if the <br />School Board did not receive the full funding it is requesting. <br /> <br />Dr. Jennings said the first two items could be ready by March 9 and <br />he was not sure about the third.
