Ms. <br />Caroline Holloway, a SchOol Board member, requested that Dr. Ellena <br />speak to the issue of the "superintendent's budget" and Dr. Ellena <br />explained that his original budget presented to the School Board was <br />a Uneedsu budget that far exceeded the funds in the budget finally <br />adopted by the School Board. He had presented a second version of <br />a budget based upon the figures tentatively given by the Council <br />some weeks ago, Ms. Holloway and Dr, Reed, also a School Board <br />member, wished to make a clear distinction between the "superintendent's <br />budget" and the School Board's budget, remarking that the super- <br />intendent~s budget is simply information to guide the Board in its <br />decision~making and that the School Board is the body that submits <br />a formal budget request to Council. Mayor Buck acknowledged this <br />and Said that Council understood the distinctiOn and was merely <br />using Dr. Ellena's budget for informational purposes. ~Co'uncil and <br />representatives of the School Board agreed to continue the <br />discussion ~at the worksession. <br /> <br /> Mr, Cole Hendrix, City Manager, presented his proposed budget <br /> <br />to City Conncil, remarking that the emphases would be on education <br />and 'cost savings/productivity. Worksessions on the City Manager's <br />budget are scheduled for March 17, March 23 and March 24; a public <br />hearing on the proposed budget is scheduled for March 30, followed <br />by a final worksession on March 31~ <br /> <br /> Mr.' Bruce Frech of the. University Bicycle Club presented the <br />results of a .recent survey of the Stadium Road-neighborhood that <br />was requested by Council at its last meeting prior to granting <br />approval for a bicycle race to be held on Sunday, April 5. As <br />the survey was well done, the response rate good (30%) and the <br />results unanimously positive, Mr. Frech again reqeusted approval <br />of the race, adding that a fifth police officer would be supplied <br />by .the 'University police and the race starting time would be moved <br />to 2:'00 p.m. On motion by Mr. Conovar, seconded by Dr. Hall, <br />Council unanimously granted approval of the race. Mr. Wiley <br />confirmed that the Club needed to provide insurance for the evenn <br />o£ $300,000 personal liability and $100,000 property damage, <br />to which Mr. Frech agreed. <br /> <br /> Mr. Roger Wiley, City A~torney, presented to Council his <br /> <br />memo outlining the procedures for calling a referendum and establishing <br />ward boundaries if Council chooses to pursue recent recommendations <br />by the Citizens Committee to Study Council Changes to enlarge Council <br />to 7 members and establish a mixed ward]at-large composition. Council <br />unanimously agreed to carry the matter over to the next meeting ao <br />that members of Council Would have time to read the memo. <br /> <br /> The appropriation of $12,651 ~or the General Registrar and <br />Electoral Board which was offered~at the meeting of February 17 <br />was adopted by the following vote. Ayes: Mr. Albro, Mr. Buck, <br />Mr. Conover, Ms. Gleason, Dr. Hall, Noes: None. <br /> <br /> <br />
