Copeland and H.P. Winn <br />report in writing to Council what inconveniences, if any, would <br />result from such vacation. <br /> <br /> On motion by Mr. Albro, seconded by Ms. Gleason, Council <br /> <br />unanimously adopted the following resolution: <br /> <br /> WHEREAS the David C~ Wilson Neuropsychiatric Hospital has <br />applied for a special permit to use property owned by it located <br />at 2101 Arlington Boulevard in a B-1 Business District as a <br />hospital; and <br /> <br /> WHEREAS such application has been duly advertised as provided <br />by law and has been .the subject of a public hearing jointly held <br />by this Council and the City Planning Commission on March 10, 1981; <br />and <br /> <br /> WHEREAS the David C. Wilson Neuropsychiatric Hospital was <br />originally constructed at this location as a conforming use, <br />which was made nonconforming by subsequent mmendments to the City <br />zoning ordinance; and <br /> <br /> WHEREAS the City Planning Commission has' recommended approval <br />of such special permit as being in conformity with the land use <br />element of the City's duly adopted Comprehensive Plan; now, therefore, <br />be it <br /> <br /> RESOLVED by the council of the City of Charlottesville, Virginia, <br />that <br /> <br /> 1. City Real Property Tax Map Parcel 6A-l.ll located in a <br />B-1 Business District at 2101 Arlington Boulevard is hereby granted <br />a special permit for use as a hospital as permitted under Section <br />31-79 of the City Code; <br /> <br /> 2. The Council finds that such use conforms to the requirements <br />that special permits generally improsed by Article XX (Section <br />31-218 et seq.) of Chapter 31 of the City code and this permit <br />is subject to all conditions and restrictions imposed generally by <br />such article;~ <br /> <br /> 3. Such special permit is conditioned upon use of .the property <br />in accordance with the-presently approved site plan, and any change <br />in such siteplan shall require an amendment to this special permit <br />resolution. <br /> <br />On motion by Mr., ~!bro, seconded by Ms. Gleason, Council <br /> <br />unanimously adopted the 'following resolution, Mr. Conover abstaining <br /> <br />due to a conflict of interest: <br /> <br /> WHEREAS the Council of the City of Charlottesville, Virginia, <br />(the Council) has created the Industrial Development Authority of <br />the City of Charlottesville, Virginia, (the Authority) pursuant to <br />the Virginia Industrial Development and Revenue Bond Act to fulfill <br />the purposes of such act; and <br /> <br /> WHEREAS the ordinance adopted by the Council on July 19, 1976, <br />as amended~on Feb=nary 3, 1980, which created the Authority (the <br />Ordinance) provides .'that the Authority shall not finance any <br />facility un~til the location and financing of such facility have <br />been approved by the Council; and <br /> <br /> WHEREAS Section 5 of this Ordinance sets forth certain standards <br />to be considered by the Authority and the Council in determining <br />the nature and location of facilities to be financed by the Authority; <br />and <br /> <br /> <br />
