Resolution re: Appointing viewers for vacation of portion of St. Clair Avenue Resolution re: Granting special permit for 2101 Arlington Boulevard Resolution re: Approving location & financing of Vinegar'~ Hill hotel project ACCOUNT CODE PURPOSE AMOUNT 14,72210 14-72420 14-72500 Land lease program Home ownership Housing rehabilitation $ 4,291.30 59,224.31 1,636.58 On motion by Dr. Hall, seconded b'y Ms. Gleason, Council unanimously adopted the following resolution: WHEREAS this Council has received a petition requesting vacation of that unopened portion of St. Clair Avenue from East High Street to Sycamore-Street; and WHEREAS it appears to Council that the notices required by Section 15.1~364 of the Code of Virginia (1950), as amended, have been duly posted; now, therefore, be it RESOLVED by the Council of the City of CharlOttesville that Mrs, Mary Jane Haynes and Messrs, W.J. Copeland and H.P. Winn report in writing to Council what inconveniences, if any, would result from such vacation. On motion by Mr. Albro, seconded by Ms. Gleason, Council unanimously adopted the following resolution: WHEREAS the David C~ Wilson Neuropsychiatric Hospital has applied for a special permit to use property owned by it located at 2101 Arlington Boulevard in a B-1 Business District as a hospital; and WHEREAS such application has been duly advertised as provided by law and has been .the subject of a public hearing jointly held by this Council and the City Planning Commission on March 10, 1981; and WHEREAS the David C. Wilson Neuropsychiatric Hospital was originally constructed at this location as a conforming use, which was made nonconforming by subsequent mmendments to the City zoning ordinance; and WHEREAS the City Planning Commission has' recommended approval of such special permit as being in conformity with the land use element of the City's duly adopted Comprehensive Plan; now, therefore, be it RESOLVED by the council of the City of Charlottesville, Virginia, that 1. City Real Property Tax Map Parcel 6A-l.ll located in a B-1 Business District at 2101 Arlington Boulevard is hereby granted a special permit for use as a hospital as permitted under Section 31-79 of the City Code; 2. The Council finds that such use conforms to the requirements that special permits generally improsed by Article XX (Section 31-218 et seq.) of Chapter 31 of the City code and this permit is subject to all conditions and restrictions imposed generally by such article;~ 3. Such special permit is conditioned upon use of .the property in accordance with the-presently approved site plan, and any change in such siteplan shall require an amendment to this special permit resolution. On motion by Mr., ~!bro, seconded by Ms. Gleason, Council unanimously adopted the 'following resolution, Mr. Conover abstaining due to a conflict of interest: WHEREAS the Council of the City of Charlottesville, Virginia, (the Council) has created the Industrial Development Authority of the City of Charlottesville, Virginia, (the Authority) pursuant to the Virginia Industrial Development and Revenue Bond Act to fulfill the purposes of such act; and WHEREAS the ordinance adopted by the Council on July 19, 1976, as amended~on Feb=nary 3, 1980, which created the Authority (the Ordinance) provides .'that the Authority shall not finance any facility un~til the location and financing of such facility have been approved by the Council; and WHEREAS Section 5 of this Ordinance sets forth certain standards to be considered by the Authority and the Council in determining the nature and location of facilities to be financed by the Authority; and
