424 <br /> <br />Appropriation re: <br />$4~079 Litter <br />control grant <br />(2nd reading) <br /> <br />Appropriation re: <br />Re-appropriating <br />CDBG program income <br />(2nd reading) <br /> <br />Resolution re: <br />Supporting Legal <br />Services Corporation <br /> <br /> The appropriation of $4,079 for a litter control grant to <br /> the Charlottesville-Albemarle Clean Community Commission, which <br /> was offered at the meeting of March 16, was adopted by the <br /> following vote~ Ayes: Mr, Albro, Mr. Buck, Mr. Conover, Ms. <br /> Gleason, Noes: None, Absent: Dr. Hall. <br /> The appropriation re-appropriating Community Development <br /> Block Grant programincome, which was offered at the meeting of <br /> March 16, was adopted by the following vote. Ayes: Mr. Albro, <br /> Mr. Buck, Mr, Conover, Ms. Gleason. Noes: None. Absent: Dr. Hall. <br /> Mr. Peter Mclntosh'of the Legal Aid Society requested that <br /> Council pass a resolution supporting the concept df federally <br /> funded legal assistancefor the poor and urging Congress to fund <br /> the Legal Services Corporation, whidh is the source of funding for <br /> the Legal Aid Society. Mr. Albro questioned the value of the <br /> resolution and the propriety of the Council joining in a federal <br /> political battle of this nature. Mayor Buck said that a forth- <br /> coming meeting of VML representatives and the Virginia congressional <br /> delegation would be a good time to use such a resolution; he felt <br /> that the people in Washington needed to hear from the localities <br /> about the ~alue of services like the Legal Aid Society. Mr. <br /> Conover agreed with Mayor Buck, saying that direct~.~federal funding <br /> would keep the Legal Aid Society more independent than if it were <br /> funded through the state in a block grant as has been proposed by <br /> the Reagan administm~tion. On motion by Mr. Conover, seconded by <br /> Ms. Gleason, Council adopted the following resolution by the <br /> following vote, Ayes: Mr. Buck, Mr. Conover, Ms. Gleason. No: <br /> Mr. Albro, Absent: Dr, Hall. <br /> WHEREAS the Charlottesville-Albemarle Legal Aid Society (CALAS) <br /> has for the past ten years provided free legal assistance to the <br /> low~income residents' of the City of Charlottesville in furtherance <br /> of the fundamental goal of equal access to the justice system; and <br /> WHEREAS CALAS is governed by a locally appointed board of <br /> directors consisting of 60% attorneys and 40% eligible clients; and <br /> <br /> WHEREAS CALAS' present level of funding, received from the <br /> Legal Services. Corporation of Washington, D.C., is sufficient to <br /> meet only 20% of the need for legal assistance of its eligible <br /> clients; and <br /> WHEREAS CALAS is faced with the loss of such funding which <br /> would eliminate its ability to.provide such legal assistance; and <br /> WHEREAS 'an alternative system of funding the delivery of such <br /> legal assistance has not been proposed and does not appear likely; <br /> and <br /> WHEREAS the loss of legal services for low income residents <br /> would have a significant impact on our community; now, therefore, <br /> be it <br /> RESOLVED by the. Council of the City of Charlottesville, Virginia, <br /> that the Council affirms its support for the concept ~of federally <br /> funded'legal assistance for the poor and that the Council urges <br /> Congres~s to continue-substantial funding for the Legal Services <br /> Corporation. <br /> <br />Resolution re: On motion by Mr~ Albro, seconded by Mr. Conover, Council <br />Appointing viewers for <br />vacation of E.
