425 <br /> <br />Ordinance re: <br />Amending Sections <br />20-28 & 20-30 <br />relating to disability <br />retirement <br /> <br />Ordinance re: <br />Authorizing sale of <br />property on Brown <br />Street <br /> <br />Ordinance re: <br />Vacating portion of <br />St. Clair Avenue <br /> <br />Executive session <br /> <br /> WHEREAS this Council has received a petition requesting <br /> vacation of that portion of the area of East Jefferson Street <br /> between 4th and 5th Streets, NE; and <br /> <br /> WHE~ it appears to CounCil that the notices required by <br /> Section 15.1-364 of the Code of Virginia (1950), as amended, <br /> have been duly posted) now, therefore, be it <br /> <br /> RESOLVED by the Council of the City of Charlottesville, <br /> Virginia, that Mrs. Mary Jane Haynes and Messrs. W.J. Copeland <br /> and H.P.. Winn report' in writing to Council what inconvenience, <br /> if any, would result from such vacation. <br /> <br /> On motion by Mr, Conover, seconded by Ms. Gleason, the <br /> ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTIONS <br /> 20-28 AND 20-30 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, <br /> RELATING TO DISABILITY RETIREMENT" was offered and carried over <br /> to the next meeting for consideration. <br /> <br /> On motion by Mr. Albro, seconded by Ms. Gleason, the ordinance <br />entitled "'AN ORDINANCE AUTHORIZING THE SALE OF CITY PROPERTY ON <br />BROWN STREET" was offered and carried over to the next meeting <br />for consideration, <br /> <br /> Since several neighbors attended 'the meeting to oppose :the <br />proposed vacation of a portion of St. Clair Avenue and since the <br />petitioner only requires an 18 inch right-of-way to renovate <br />his property, Mayor Buck asked the staff to investigate whether <br />the required right-of-way can be granted without jeopardizing <br />the possible future improvement and City acceptance of the portion <br />of St. Clair Avenue in question. <br /> <br /> On motion~by Ms'. ~leason, seconded by Mr. Conover, Council <br />unanimously agreed to neet in executive session to discuss <br />matters exempted by Section 2.1,344(a) (1) (Personnel) and (6) <br />(Legal) of the Virginia Freedom of Information Act. Dr. Hall was <br />absent for the vote. <br /> <br /> On motion the meeting adjourm~. ~ <br /> <br /> Clerk President <br /> <br />Regular session <br /> <br />Executive session <br /> <br />Approval of minuteS <br /> <br />PUblic hearing re: <br />Starr Hill Loan <br />Program amendment <br /> <br /> COUNCIL CHAMBERS - MONDAY, APRIL 20, 1981 <br />Council met in regular session on this date with the <br />following members present: Mr. Albro, Mr. Buck, Mr. Conover, <br />Ms, Gleason, Dr. Hall. Absent: None. <br /> <br /> On motion by Ms. Gleason, seconded by Dr. Hall, Council <br />voted unanimously to meet in executive session to discuss <br />matters exempted by Section 2.1-344(a)(1)(Personnel) of the <br />Virginia Freedom of InformatiOn Act. Following the executive <br />session, Council re-convened in regular session again. <br /> <br /> On motion by Mr. Albro, seconded by Dr. Hall, Council <br />unanimousIy approved the minutes of April 6, 1981, with <br />an amendment. <br /> <br /> Council held a public hearing on proposed amendments to the <br />Start Hill Loan Program. The proposals include (1) deletion <br />of bid requirements, (2) required intent to hire minority and <br />low income persons, (3) loan payments on completion of improve- <br />ments and (4) elimination of "grant" from the program description. <br />No members of the public spoke in favor or in opposition to <br /> <br /> <br />
