By common consent, Council <br /> deferred its decision pending information from the staff about <br /> how to control the odor problem, <br /> <br /> Council held a public hearing on the special permit <br /> application for the property at John & 13th Streets which Region <br /> Ten Community Services Board wishes to use for a group home <br /> for the mentally re~arded, <br /> <br /> Mr. Lionel Key of 2315 Prize Avenue supported the School <br /> Board in its stand that the property may be needed for futura <br /> school use and should not be sold to Region Ten or used for that <br /> purpose, <br /> <br /> Mr. James F. King, Jr., spoke in favor of Region Ten's <br /> proposed use and reminded Council that they are balancing the <br /> schools' possible need for the land in the future against the <br /> certain need of the adult retarded population for an immediate <br /> place to live. <br /> <br /> Mayor Buck suggested that Council defer its decision to' <br /> <br /> June 1. By that time, Council will have discussed the matter <br /> with the School Board and made its decision about selling the <br /> property to Region Ten, which will make the decision about the <br /> special use permit an easy one, <br /> <br /> Council held a public hearing on the Section 504 Plan for <br /> Access for the Handicapped and the Elderly, a requirement by <br /> the federal government for those localities that receive certain <br /> federal funds. Mr. Huja explained the plan and its deVelopment. <br /> No one from the public wished to speak for or against the plan. <br /> On motion by Mr. Conover, seconded by Ms.. Gleason, Council <br /> unanimously adopted the plan with the understanding that many <br /> of its recommendations could not be implemented in the foreseeable <br /> future due to their expense. <br /> <br /> On nomination by Ms. Gleason, Council unanimously appointed <br />Mr. Frank Jackson and Mr. Bill Wiech to the City's. Retirement <br />Plan Commission. <br /> <br /> Ms. Amy. Melville, director of the Office on Youth, presenned <br /> <br />a quarterly report to Council and described the activities of <br />her office in the last few months, A copy of the report is kept <br />on file with the mintues of this meeting. <br /> <br /> The appropriation of $6,000 for the second mall sculpture <br />grant, which, was offered at the meeting of April 20, was adopted <br />by the following vote, Ayes: Mr. Albro, Mr, Buck, Mr. Conover, <br />Ms. Gleason, Dr, Hall, Noes: None, <br /> <br /> The appropriation of $24,705 for jail roof repairs was <br />considered, on second reading after being offered at the meeting <br />of April 20. Mr. Cole Hendrix, City Manager, reported that the <br />bids were now in and would necessitate a change in the appropriation <br />to an amount of $52,470. Council questioned the need for an <br />expenditure of $5,000 for inspection., of the roof and Mr. Hendrix <br /> <br /> <br />
