Resolution re: <br />Approving financing & <br />location of Levy Ope=a <br />HoUse renovation <br /> <br />Resolution re: <br />Directing the work <br />of the CCSCC <br /> <br />WHEREAS this program is expected to provide informa'tion <br />Which will be of benefit in promoting and OPerating the CitY"s <br />tranSit'system, at no cost t° the CiTy; n°w, '~he~efore, be it <br /> <br /> RESOLVED that the Council Of the City~°f Charl°ttesville, <br />Virginia, hereby formally requests VDH&T ~t.o ~n~Ude'.Ch~yl°ttes- <br />vil~e~in the technical assistance program an~ ~mrec~s .nne <br />city Staff t° provide necessary information and assistance to <br />VDH&T. <br /> On motion by Mr. Conover, seconded by Ms, Gleas°n, CoUncil <br />unanimously adopted the folloWing resolution: <br /> WHEREAS the Council of the City of CharlottesVille, <br /> Virginia,. (the'coUncil) has created the~tndU~trial Development <br /> Authority 'of the City of.Charl°tteSville, virginia (the ~. <br /> AuthOrity), pursUant:to the' Virginia Ind6strial DeVelopment <br /> and Revenue Bond Act to fulfill the purposes of sUch act; and <br /> <br /> WHEREAS the ordinance adopted by th'e CoUncil on July 19, <br />1976, as amended on February 3, 1980, which created theAuthority <br />(the Ordinance) provides that the Authority shall not finance <br />any facility until the location and financing of such facility <br />have been approved by the COuncil; and <br /> <br /> WHEREAS~Section.5 of the Ordinance sets forth certain <br />standards to be considered by the Authority and the Council <br />in determining the natUre and loc'ation of facilities to be <br />financed by the Authority; and <br /> <br /> WHEREAS the Authority On May 12'~ 1981, adopted an inducement <br />resolUtion agreeing t° assist Hedgerow Corpr°ation (the <br />Corporation) in'the financing of the renovation of and construction <br />of additionsto-the Levy' Opera House for use as a commer'cial <br />and office facility to. be located in-the City of Charlottesville, <br />Virginia '(the M-roj~c't) by'the zssuanceof, the Authorz'ty' <br />industrial dev~10Pment revenue bonds in an amount, not ~o exceed <br /> $1,500,000; and <br /> <br /> WHEREAS preliminary plans for the Project and the financing <br />have been described to the Council in a presentation by the <br />Corporation; and <br /> <br /> WHEREAS the Project will be located'at the corner of 6th <br /> and High Streets in: the City of Charlottesville, Virginia; now, <br /> therefore, be it <br /> <br /> RESOLVED by th~ Council of the City of Charlottesville, <br /> Virginia~ that <br /> <br /> 1. it is hereby found'and determined that the renovation, <br /> construc.ti°n and equipping of the P=:oject Will be in the public <br /> interest and will PromPte the'safety, health, welfare, co{venience <br /> or prosperity of the City of Charlottesville, Virginia, and its <br /> citizens. <br /> <br /> 2. ~he Council hereby approves the location and financing <br />of the Proj~ectt <br /> <br /> 3. it is hereby foUnd and determined that the Project <br />meets the criteria set forth in Section 5 °f the Ordinance. <br /> <br />4. this resolUtion shall take effect immediately. <br /> <br />On motion by Ms, Gleason, seconded by Mr. Albro, Council <br /> <br />unanimously adopted the following resolution: <br /> <br /> WHEREAS City Council has previonsly~ appointed the CCSCC to <br />study whether changesare deSirable in the composition of the <br />Council and the.CCSCC has reported that a majority of its <br />members favor the creation of a City Council comprised of some <br />members elected from wards and SOme elected fromthe city at-iarge; <br />and <br /> <br /> WHEREAS the Council has considered the.report of the CCSCC <br />and determined that it.may be advisable to'hold an advisory <br />referendum on a proposed change in the'method of Selecting City <br />CounCil, at the November, 1981~ general'eiection; and <br /> <br /> WHEREAS the Council now wishes the CCSCC to stud~ in further <br />detail the specific provlsions which wo~ld be proposed in such <br />a referendum, andto consult with the ei'ty staff and Dr. Timothy <br />O'Rourke of the Institute of'~'Government about the details of <br />such a proposat;~.~now, theref°re~~be it <br /> <br /> RESOLVED by the Council~ of the City of Cha~lottesville, <br />Virginia, that the Citizens Committee to Study Council. Changes <br />is requested to consult with Dr. O'Rourke, the City Attorney <br /> <br /> <br />
