He said that the Char$ottesville <br />Development GroUp had been in favor of the ordinance when it <br />was considered in the past. Mr. Albro remarked that anything <br />that can be done to make rehabilitation of property attractive <br />should be done because of the high cost or.construction and <br />rehabilitation. Mr..Conover opposed the ordinance, saying that <br />.such.exemptions should be considered on .a'case-by-case basis <br /> <br />and there is no. guar. antee that every rehabilitation of property <br />would have sufficient value to the community to justify a tax <br />exemption, Mayor Buck also opposed the ordinance because it <br />is too vague and would constitute a windfall to people who <br />aren't even looking for it or requiring it. Dr. Hall inquired <br />whether tenants of rehabilitated property would realize a rent <br />savings from the tax. exemption and Mr~ Stripling replied that <br />it would be stmictly up to the landlord whether to pass on the <br />savings to his tenants. Mr, Albro suggested that the ordirmnee <br />he offered on'f.i~s~Lreadi~g::~to give the Council a change to hear <br />from anyone who might be in favor of 'it.
