447 <br /> <br />Public hearing re: <br />Downtown traffic <br />circulation & <br />sign system <br /> <br /> rates, Mr. Hendrix said these rates were given in consideration <br /> of the fact that the user has the capability to switch to an <br /> alternate fuel souree when gas .supplies are low and this <br /> rate category has nothing to do with volume or type of use. <br /> Mayor Buck requested that the finance department provide a <br /> report on how an exception of this sort, or the creation of a <br /> separate category of use, would impact on. the overall rate <br /> structure, Mr~ Sheets said he would try to have the report in <br /> time for the next meeting on June 15. Mr. Wiley pointed out <br /> an error in the proposed ordinance; in Section 12-3, the <br /> price for the first 500 cubic feet of gas should read $3.35. <br /> On motion by Dr. Hall, seconded by Ms. Gleason,~the ordinance <br /> entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTIONS 12-3, <br /> 12-4, 12-6, 24-1, 24-2~ 29-1 AND 29~2 AS SEVERALLY Ai~ENDED <br /> <br /> · OF THE CODEOF ~ CITY OF CHARLOTTESVILLE, 1976, RELATING <br /> GENERALLY TO RATES, FEES AND CHARGES FOR CITY GAS~ SEWER AND <br /> AND WATER SERVICE" was offered and carried over to the next <br /> meeting for consideration. <br /> <br /> Council held a public hearing on the downtown traffic <br /> circulation pattern and the downtown sign system. Mr. John <br /> Berberich, director of public works, showed Council maps <br /> depicting the. present system and a proposed two-way system <br /> and~described the advantages and disadvantages of each. He <br /> recommended no. change in the present circulation pattern, ~ <br /> saying that going to a two-way pattern would cost approximately <br /> $37,000 in addition to creating more severe traffic problems <br /> -than already exist. <br /> <br /> Mr. Darden Towe~ president of Downtown Charlottesville, <br /> Inc., said that DCI endorsed the staff's recommendation after <br /> careful study of the options available. <br /> <br /> Ma, Florence Skove, a downtown business owner, opposed <br /> <br /> any change that would decrease the already inadequate parking <br /> facilities available to customer's of 'the downtown mall <br /> businesses. <br /> <br /> Ma. Gleason remarked that she would like the staff to <br /> <br />keep in mind the necessity for finding a north/south roune <br /> <br /> at the west end of the mall. <br /> <br /> Mr, Berberich al. so presented the City engineerJ's plan <br /> <br />for new signing on and aroundthe downtown mall, He <br />recommended theadopt~n of an easily recognizable logo and <br />customized' signs that would identify the mall to drivers <br />circulating through the downtown system. He said the side <br />streets needed better identification but the staff would be <br />sensitive to the problem of over-signing and creating more <br />driver confusion. He said the traffic engineering budget <br />would absorb part of the cost but ~ special appropriation <br />would be needed for the log° design and customized signing. <br />Mr. Conover asked the staff to avoid the overuse of overhead <br /> <br /> <br />
