Presentation re: <br />Home for homeless <br />alcoholics <br /> <br />Staff report re: <br />Telephone system <br /> <br />Appropriation re: <br />$21,822 Ivy Landfill <br />tire splitters <br /> <br />signs. Mayor Buck thanked DCI and the .staff for their thorough <br />study. By common consent, Council approved the staff's <br />recommendation not to change the present system. <br /> Mr. Bill Lucy, chairman of the Social Development Commission, <br />presented a report Co Council on~a proposed custodial home for <br />homeless alcoholics. He said the. home could contribute to the <br />solution of three major problems: (1) complaints by downtown <br />business owners about street alcoholics; (2) the overload of <br />the criminal justice system and jail with alcoholics picked up <br />by pOlice on public drunkenness Charges; and (3) the <br />treatment of alcoholism as a crimer or moral weakness rather <br />than the disease that it is. He estimated that such a facility <br />could save $93,67:0 worth of time spent by police and the court <br />system in dealing with street alcoholics. 'It is less expenszve <br />than other alternatives and would relieve pressuresato expand <br />the jail as well as represent a more humane treatment of victims <br />of the disease. He acknowledged that the cost of approximately <br />$80,000 per year'was high and that it would not be designed to <br />effect any significant rehabilitation of the residents. He also <br />said that funding for such a project is precarious at best~now. <br /> Mr. E.M. Moore, alcoholiemergency'services coordinator for <br /> Region Ten, urged Council to approve the concept of the proppsal <br /> and was optimistic about possible future funding, since several <br /> state-level bodies are looking at the problem of street alcoholics <br /> now. <br /> <br /> Mr. Steven Rosenfield, a local attorney' who informally ran a <br /> shelter for homeless alcoholics several.years ago, endorsed the <br /> plan' and told of some of his experiences in dealing with homeleSs <br /> alcoholics. <br /> <br /> City Council accepted the report of thle social Development <br /> Commission and thanked the commission for its work in preparing <br /> it. <br /> <br /> Mr, Cole Hendrix, city manager, presented a report about <br /> <br /> a proposed new telephone system for the City government. He <br /> said that 'the new system could-save as much as $38,000 per year <br /> over ten years, would improve customer service and would improve <br /> internal communications among City departments. He asked <br /> Council to authorize the letting of bids so that staff could <br /> evaluate whether such a savings could actually be realized On <br /> motion by Dr. Hall, seconded by Mr. Conover, Council unanimously <br /> approved Mr. Hendrix' request. <br /> <br /> On motion by Ms. Gleason, seconded by Dr. Hall, Che,~following <br /> appropriation was offered and carried over to the next meeting <br /> for considerations: <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, <br /> Virginia, that the additional sum of $21~822 is hereby appropriated <br /> to expenditure account 06-10010 to be ~used to hire two tire <br /> splitters for the Ivy Landfill; provided that such appropriation <br /> shall be offset by the receipt of new revenues from charges for <br /> the disposal of tires at the landfill. <br /> <br /> <br />
