He stated that they will <br /> reimburse one hundred per cent of operating costs including <br /> supplies and equipment, two-thirds of personnel costs and <br /> one-half of the cost 6f construction and remodeling to <br /> bring the facility up to state standards. The resources <br /> available to the City to pay for the difference between actual <br /> cost and-~state reimbursemenn include DJCP Grant from October 1, <br /> 1975 to September 30, 1976 of $45,000, donation from the University <br /> League of $15,000, Public Welfare Foundation $6,000, a DJCP <br /> Grant from October 1, 1976 to September 30, 1977,$22,500 and <br /> United Way Funds $10,000. Mr. Hendrix stated that these <br /> resources are more than sufficient to meet matching requirements <br /> for the period October 1, 1975 thru June 30, 1976 and assuming <br /> approval by DJCP and University League of utilization of their <br /> funds and the manner proposed in the budget, funds will be <br /> sufficient to meet July 1, 1976 to June 30, 1977 matching <br /> requirements as well. On motion by Mr. Van Yahres, seconded by <br /> Mr. Gilliamfthe budget for the operation of Community Attention <br /> Home was approved as presented and the City was authorized to <br /> negotiate with the Attention Home Board for the acquisition <br /> of the property at 907 East Jefferson Street. <br /> <br /> An ordinance entitled "AN ORDINANCE TO AMEND AND REENACT <br /> SECTION 18-93.1 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br /> 1965, RELATING TO PERMIT PARKING ZONES," which was offered <br /> at the meeting of the Council on October 6, 1975, was adopted <br /> by the following recorded vote~ Ayes: Mr. Fife, Mr. Gilliam, <br /> Mrs. Rinehart and Mr. Van Yahres. Noes: Mr. Barbour. <br /> <br /> The Permit Parking Regulations were again discussed. A <br />motion by Mr. Fife, seconded by Mr. Van Yahres that the parking <br />~egulations be amended by changing the fees to $10.00 for a <br />vehicle permit and '$10.00 for a guest permit, was adopted by <br />the following vote. Ayes: Mr. Barbour, Mr. Fife and Mr. <br />Van Yahres. Noes: Mr. Gilliam and Mrs. Rinehart. A <br />substitute motion by Mrs. Rinehart, seconded by Mr. Gilliam that <br />the rate be $10.00 per vehicle and $.50 for guest permit, was <br />defeated by the following vote. Ayes: Mr. Gilliam and Mrs. <br />Rineharn. Noes: Mr. Barbour, Mr. Fife and Mr. Van Yahres. A <br />motion by Mr. Gilliam, seconded by Mrs. Rinehart that the <br />parking regulations be amended to change the fee to $1.00 for <br />both vehicle permits and guest permits for people over age 65 <br />or people who shall have qualified for Real Estate Tax Relief and <br />Rent Relief under Article VI, Chapter 11.1 and Article II, <br /> <br />Chapter 25, was adopted by the following vote. Ayes: Mr. Barbour, <br />Mr. Gilliam, Mrs. Rinehart and Mr. Van Yahres. Noes: Mr. Fife. <br />A motion by Mr. Gilliam, seconded by Mr. Fife that lost permits <br />be replaced for a $.50 fee was adopted by the following vote. <br /> <br />Ayes: Mr. Fife, Mr. Gilliam and Mrs. Rinehart. Noes: Mr. Barbour <br />and Mr. Van Yahres. On motion by Mr. Gilliam, seconded by Mrs. <br /> <br /> <br />
