He stated that they will reimburse one hundred per cent of operating costs including supplies and equipment, two-thirds of personnel costs and one-half of the cost 6f construction and remodeling to bring the facility up to state standards. The resources available to the City to pay for the difference between actual cost and-~state reimbursemenn include DJCP Grant from October 1, 1975 to September 30, 1976 of $45,000, donation from the University League of $15,000, Public Welfare Foundation $6,000, a DJCP Grant from October 1, 1976 to September 30, 1977,$22,500 and United Way Funds $10,000. Mr. Hendrix stated that these resources are more than sufficient to meet matching requirements for the period October 1, 1975 thru June 30, 1976 and assuming approval by DJCP and University League of utilization of their funds and the manner proposed in the budget, funds will be sufficient to meet July 1, 1976 to June 30, 1977 matching requirements as well. On motion by Mr. Van Yahres, seconded by Mr. Gilliamfthe budget for the operation of Community Attention Home was approved as presented and the City was authorized to negotiate with the Attention Home Board for the acquisition of the property at 907 East Jefferson Street. An ordinance entitled "AN ORDINANCE TO AMEND AND REENACT SECTION 18-93.1 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1965, RELATING TO PERMIT PARKING ZONES," which was offered at the meeting of the Council on October 6, 1975, was adopted by the following recorded vote~ Ayes: Mr. Fife, Mr. Gilliam, Mrs. Rinehart and Mr. Van Yahres. Noes: Mr. Barbour. The Permit Parking Regulations were again discussed. A motion by Mr. Fife, seconded by Mr. Van Yahres that the parking ~egulations be amended by changing the fees to $10.00 for a vehicle permit and '$10.00 for a guest permit, was adopted by the following vote. Ayes: Mr. Barbour, Mr. Fife and Mr. Van Yahres. Noes: Mr. Gilliam and Mrs. Rinehart. A substitute motion by Mrs. Rinehart, seconded by Mr. Gilliam that the rate be $10.00 per vehicle and $.50 for guest permit, was defeated by the following vote. Ayes: Mr. Gilliam and Mrs. Rineharn. Noes: Mr. Barbour, Mr. Fife and Mr. Van Yahres. A motion by Mr. Gilliam, seconded by Mrs. Rinehart that the parking regulations be amended to change the fee to $1.00 for both vehicle permits and guest permits for people over age 65 or people who shall have qualified for Real Estate Tax Relief and Rent Relief under Article VI, Chapter 11.1 and Article II, Chapter 25, was adopted by the following vote. Ayes: Mr. Barbour, Mr. Gilliam, Mrs. Rinehart and Mr. Van Yahres. Noes: Mr. Fife. A motion by Mr. Gilliam, seconded by Mr. Fife that lost permits be replaced for a $.50 fee was adopted by the following vote. Ayes: Mr. Fife, Mr. Gilliam and Mrs. Rinehart.
