Resolution re: Short <br />Range Transit Development <br />Program <br /> <br />Ordinance re: Gas Rates <br /> <br />Rinehart it was unanimously RESOLVED that the Permit Parking <br />Regulations including the above amendments be and the same <br />are adopted. <br /> <br /> The City Manager presented amendments to update the Short <br /> <br />Range Transit Development Hrogram report as prepared by the <br />Department of Community Development. The purpose of the <br />report is to amend the Short Rmnge Program as an initial <br />implementation guide harmonious with the City's present <br />plans and resources and to provide steps to implement an <br />effective transit program for the residents of Charlottesville. <br />On motion by Mr. Gilliam, seconded by Mrs. Rinehart the <br />following resolution was unanimously adopted. <br /> <br /> WHEREAS, a summary report on the short range <br />transit development program for the City of Charlottesville <br />was prepared by the Department of Community Development in <br />March, 1975; and <br /> <br /> WHEREAS, amendments to the goals and recommendations <br />of such report were prepared in September, 1975; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the <br /> City of Charlottesville that the goals, criteria, recommendations <br /> and pirorities of the Summary Report on the Short Range <br /> Transit Program and Short Range Transit Development Program <br /> amendments are hereby adopted. <br /> <br /> Mr. F. M. Cockrell ~of Black and Veatch Consulting <br /> <br /> Engineers, addressed the Council and pr~esented a ~report <br /> compiled by his company on a study of the adequacy of present <br /> rates of the gas utility. He stated that an analysis had <br /> been-~made of the detail and trend of expenses for the purpose <br /> of forecasting future revenue requirements. He also <br /> stated that revenue under present rate schedules and revenue <br /> requirements have been projected for a five year period <br /> beginning with fiscal year 1976 and have been compared to <br /> determine the need for adjustments in revenue levels to <br /> satisfy the financial requirements of the utility in immediate <br /> future years. He stated that the study found that all classes <br /> of customers with the exception of interruptible cust6mers, <br /> excluding the University Power Plant, are paying a reasonable <br /> proportion of the gas utility cost of providing service. He <br /> stated for the interruptible service only, it is only recommended <br /> that the rate inside the City be increased from $1.05 per <br /> thousand cubic feet to $1.20 per thousand and the minimum monthly <br /> charge under this rate be increased from $105.00 to $120.00 <br /> per month. He also recommended that a purchase gas adjustment <br /> clause be approved for application to all gas rates except <br /> for ornamental gas lights. The use of this procedure will be <br /> of great benefit to gas utility in maintaining revenues and <br /> balance without pocket costs.
